Role and ResponsibilitiesRole: Lead Consultant – Environmental & Social Risk Management (Fragile & Conflict Contexts)

Day-to-day coordination: ESMS Specialist and Departmental ESMS Champion

Key Deliverables:
- Inception Note (within 1 week of start): confirm scope, methodology, work plan, and coordination with World Bank and teams.
- Accelerated Draft Guidance Note (within 2–3 weeks): version acceptable to World Bank specialists to satisfy CP requirements.

Responsibilities- Strategic Initiative Enablement
- Support MTN Group’s Tax strategy, driving its execution and ensuring alignment with the Group’s overall objectives and standards.
- Support Group-led strategic initiatives such as business separation, reorganisation, or market expansion by executing tax-related workstreams, including data modelling, compliance diagnostics, and policy integration.
- Regulatory Change Execution
- Drive the operational implementation of tax regulatory requirements across Group markets.
- Translate policy changes into practical process improvements, system requirements, and compliance mechanisms.
- Implement elements of the Group’s future-state tax operating model, extending standardisation, shared service contributions, and SOP rollouts. Identify opportunities for continuous improvement in operating model efficiencies to enable better management of tax requirements across group and Opcos.

- Generate dashboards, project trackers, and reporting templates to monitor transformation progress. Prepare regular updates for the GM, Exco, and Project Steering Committees, ensuring stakeholder visibility and engagement.
Education:
- Minimum 4-year degree in Accounting, Finance, Tax or Business Strategy
Experience:
- At least 7 years in tax transformation, finance systems implementation, or tax advisory

The initiative aims to expand access to sustainable energy and digital services across fragile and conflict-affected states.
Role and ResponsibilitiesRole: Lead Consultant – Environmental & Social Risk Management (Fragile & Conflict Contexts)
Direct Report: Head, Portfolio Management / ESMS Coordinator
Day-to-day coordination: ESMS Specialist and Departmental ESMS Champion
Candidate pool: 1-2
Key Deliverables:
- Inception Note (within 1 week of start): confirm scope, methodology, work plan, and coordination with World Bank and teams.
- Accelerated Draft Guidance Note (within 2–3 weeks): version acceptable to World Bank specialists to satisfy CP requirements.
- Final Guidance Note (within 6–8 weeks): comprehensive guidance including tools and templates aligned with the client’s ESMS.
- Ongoing Knowledge Transfer : iterative engagement and reporting during drafting to ensure buy-in and capacity building.
- Formal Handover Session (~1-day): training/knowledge-sharing to orient staff on use of the guidance note.
Experience Required:
- At least 10 years’ experience in E&S risk management, with a focus on fragile and conflict-affected contexts.
- Proven ability to draft E&S frameworks, policies, or guidance for DFIs, MDBs, or World Bank-funded programs.
- Experience with World Bank ESF, IFC Performance Standards (PS1–8), and Equator Principles.
- Prior work in Results-Based Financing (RBF) or Independent Verification mechanisms preferred.
- Experience developing conflict-sensitive E&S risk frameworks that are internationally benchmarked and operationally realistic.
- Strong record in conflict-sensitive and inclusive stakeholder engagement.
Technical Requirements:
- Ability to design tools, templates, and screening checklists for staff.
- Guidance on security risk assessment and management in conflict-affected projects.
- Development of incident reporting and notification protocols for high-risk contexts.
- Integration of guidance with co-financing arrangements and partner institutions’ frameworks.
Other Skills:
