Our client, a respected institution in the public education and training sector, is seeking an experienced and visionary professional to lead their Skills Planning and Research Department.
This role requires a strategic thinker with strong research and project leadership skills who can drive impactful change in the sector.
Key Responsibilities- Lead the development and execution of the client's Research Agenda and research programme.
- Drive qualitative and quantitative research initiatives, including study design, methodology development, data collection, analysis, and reporting.
- Develop and manage Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs) across the Public Service Sector to inform strategic skills development.
- Oversee research partnerships with public and private sector stakeholders, including universities, TVET colleges, SETAs, and employer constituencies.
- Supervise, mentor, and guide departmental staff; foster a high-performance culture and ensure delivery on targets.
- Ensure effective project management, budget and resource oversight, risk management, and alignment with national legislation and organisational strategy.
- Produce high-quality, evidence-based research reports, policy recommendations, and briefing papers.
- Manage and evaluate research projects to ensure alignment with strategic goals and timelines.
- Foster innovation in research practices, and promote knowledge-sharing and sector collaboration.
- A Bachelor's degree (NQF 7 or higher) in Human Resources, Education, Social Sciences, Management, or Business Administration.
- A postgraduate qualification (NQF 8) in any of the above disciplines will be an advantage.
- At least 5 years of experience in a research development / planning environment at a supervisory or management level, including skills planning and understanding of related legislation.
- Solid grasp of research methodologies, research cycle management, and strategic planning.
- Proven experience with research partnerships in both the public and private sectors, especially with higher education institutions.
- Strong leadership and team management capabilities.
- Ability to lead, manage, and implement change in a dynamic research environment.
- Demonstrated project management experience in research and strategy-driven settings.
- Excellent verbal and written communication skills.
- Strategic thinker with a passion for developing research-based solutions.
- Proactive with excellent time management, planning, and organisational skills.
- Strong negotiation skills and the ability to manage multiple stakeholders.
