Job Description

Concor Construction seeks an experienced HSE Manager to apply for a permanent Contract position. The successful incumbent will implement the HSE Management System, policies, and procedures and drive compliance with Health and Safety Legislation and Concor Standards. The position is site-based, and applicants will be required to travel and/or relocate. Preference will be given to Employment Equity candidates.

The successful candidate will be responsible for (but not limited to):

  1. Facilitate the risk management process and implementation of risk management strategies after serious incidents/accidents and the updating of new processes.
  2. Assist and facilitate serious incident investigations and verification of corrective and preventative action plans.
  3. Ensure investigations are conducted and reported in line with legal and statutory requirements of the applicable legislation dependent on the industry sector.
  4. Compile close-out reports and submit them upon completion of serious investigations.
  5. Prepare a business report on specific findings, planned activities, specific interventions, and client interactions.
  6. Provide technical guidance and consulting to management on risk management and risk assessments.
  7. Conduct regular audits on the baseline risk assessment to ensure risks have been incorporated into working procedures.
  8. Communicate findings and recommendations of audit findings and monitor the implementation of corrective and remedial actions.
  9. Compile regular, accurate, relevant, and timely formal and ad-hoc reports.
  10. Ensure all actions from management meetings are implemented as agreed.
  11. Ensure compliance with all applicable company standards and policies as well as ISO 14001 and OHSAS 18001 standards.
  12. Adhere to agreed policies, processes, standards, procedures, protocols, and documentation at all times.
  13. Ensure HSE management systems are implemented and maintained.
  14. Implementation and Monitoring of compliance with the site Safety plan.

Qualifications:

  1. National Diploma/Degree in Safety/Risk Management or related qualification.
  2. Must be registered as a construction health & safety Manager with SACPCMP for Safety Managers.
  3. SAMTRAC
  4. HIRA
  5. Fall Protection Planner
  6. Working at Heights
  7. Legal Liability
  8. An Auditing qualification would be advantageous
  9. Must have a valid driver's license
  10. Must be a South African Citizen

Experience:

  1. A minimum of 2 years of work experience in the construction of a data centre in South Africa or abroad and a minimum of 5 years of construction, bulk earthworks, crushing and screening, and road construction work experience.
  2. Must have experience within the Renewable Energy environment
  3. Must have managed average to large numbers of sub-contractors
  4. Experience in facilitating Based Assessments
  5. Working at Heights experience
  6. Experience in onboarding and auditing sub-contractor Safety Files.
  7. Experience in Access scaffolding and support work
  8. Demolition and refurbishment work experience would be advantageous
  9. Lifting Operations Work Experience would be advantageous
  10. Traffic Control Management and Experience would be advantageous

Knowledge and Skills:

  1. Advanced knowledge in Microsoft Office (Excel, PowerPoint, Word & Outlook)
  2. Working knowledge of the OHS Act, Principles, and Construction Regulations
  3. Knowledge of relevant legal requirements

Requirements:

  • BSc/BEng Degree Safety, Environmental Science, Chemical Engineering, or a related discipline.
  • Minimum 10 years’ HSE experience in chemical/process manufacturing, with 5+ years in a senior leadership role. (Experience within the Chemical Manufacturing industry critical and non-negotiable requirement)
  • Solid knowledge of SA HSE legislation, chemical safety protocols, and audit processes.

  • Maintain ISO 14001 compliance and ensure the environmental management system remains effective.

Civil Defence

  • Conduct fire risk assessments; implement and maintain effective fire protection and suppression systems.
  • Conduct monthly inspections of firefighting equipment to ensure readiness and accessibility.
  • Develop and maintain emergency response plans and ensure team training and preparedness.

Fleet, Security & Audit

  • Manage company vehicle administration, maintenance, and policy compliance.
  • Act as fleet control proxy for ALPLA and oversee security protocols.

Requirements:

  • BSc/BEng Degree Safety, Environmental Science, Chemical Engineering, or a related discipline.
  • Minimum 10 years’ HSE experience in chemical/process manufacturing, with 5+ years in a senior leadership role. (Experience within the Chemical Manufacturing industry critical and non-negotiable requirement)
  • Solid knowledge of SA HSE legislation, chemical safety protocols, and audit processes.
  • Strong leadership presence with the ability to influence at all levels and instill a proactive safety mindset.
  • Valid driver’s license and own reliable transport.
  • Having managed the HSE for a multiple sites or sites/site with a staff compliment of over 200 employees
  • Working closely with the Maintenance department and Operations Managers

Key Responsibilities:

  • Ensure full compliance with OHSA, Hazardous Chemical Substances (HCS), and Major Hazard Installation (MHI) regulations.
  • Champion Process Safety Management (PSM) and hazard studies such as HAZOPs.
  • Lead risk assessments, incident investigations, close-out reports, and drive root cause analysis with follow-through actions.
  • Manage the Permit-to-Work (PTW), Lockout/Tagout (LOTO), and contractor safety permit processes.
  • Oversee internal HSE audits, site inspections, and prepare for external audits by regulators.
  • Drive Environmental compliance, including emissions monitoring, effluent management, and hazardous waste disposal.
  • Implement and sustain formal HSE management systems (e.g., ISO 14001/45001) and reporting (e.g., Section 24 OHSA, COIDA).
  • Engage with internal stakeholders, unions, SHE committees, and external authorities.
  • Develop and track mandatory and role-specific safety training and lead behavioural safety initiatives, with the assistance of the Training & Development Facilitator)
  • Build and sustain a culture of safety through visible leadership and frontline engagement.
