Job DescriptionResponsible for performing a variety of skilled technical duties and semi-skilled labor in the operation, maintenance, repair, and construction of water systems & wastewater collection systems, including water production and distribution systems, metering, pressure regulators, and customer service response.
Key Responsibilities- Provides lead direction, training, and work review to staff; organizes and assigns work, sets priorities, and follows up to ensure completion of assigned work.
- Reads blueprints at an intermediate level, analyzes project plans to determine construction requirements, and assigns duties accordingly.
- Operates water systems and performs maintenance tasks; cleans, maintains, and repairs main line sewers, manholes, and laterals; locates, repairs, and maintains water and sewer line breaks and leaks; repairs and installs various water and wastewater appurtenances.
- Performs utility line location marking, activates and terminates water meters, and assists with customer service requests.
- Performs meter testing and fire hydrant flushing.
- Conducts operational and safety checks of equipment before use.
- Excavates and backfills trenches using hand and power tools; repairs, installs, and maintains water lines, meters, and related facilities; cuts pipes, installs tapping valves, lays pipe, and installs valves, meters, and fire hydrants.
- Observes safe work methods, uses safety equipment, secures work sites from traffic hazards, and attends safety meetings. Checks job sites for potential hazards, including confined space concerns.
- Responds as a Shift Operator, depending on certifications achieved and duties assigned.
- Maintains and services a variety of test equipment, hand tools, and power tools.
- Installs, adjusts, and troubleshoots pressure regulating valves, meters, and chemical pumps (if applicable).
- Responds to questions and complaints from the public; carries out assignments in a non-disruptive manner in areas with heavy public use.
- Responds to emergency call-outs and performs standby duties as required.
- Prepares and maintains records of work performed and materials used.
- Contributes to the efficiency and effectiveness of the company’s service by offering suggestions and participating as an active team member.
- Relevant technical tertiary qualification.
- 2-5 years of experience in water/wastewater collection systems operation, maintenance, and repair.
- Relevant certification and licenses as required by the South African water industry authorities.
- Knowledge of methods, techniques, parts, tools, and materials used in maintaining and repairing water and wastewater infrastructure systems.
- Understanding of safe work methods and safety regulations.
- Proficiency with computer software including SCADA and GIS mapping.
- Effective oral and written communication skills.
- Ability to interact effectively with individuals from diverse socio-economic, ethnic, and cultural backgrounds, both in person and over the phone.

Academic Leadership & Campus Support
- Assist with reviewing academic results of all students within the School on campus and implement an appropriate teaching and learning strategy for "At risk" students and "At risk" modules.
- Academic counselling and support to students within the School.
- Support the development of new programmes for accreditation.
- Support development of academic material and assessments on programmes within the School by acting as developer, module leader, moderator or head of programme for the Central Academic Team (CAT).
- Provide support to the campus marketing team with specialised knowledge of the programmes with the School.
- Assist with plagiarism offences and disciplinary procedures.
- Involvement in, and management of, academic support and administrative duties during the campus registration period.
- Assist with the student tracking process.
- Conduct Student consultations.
- Be an active members and/or Chairperson/s of Engineering Committees.
- Assisting the School with Teaching & Learning initiatives.
- Assist on accreditation visits, such as ECSA, CHE and BAC.
Industry, Professional Management & Building Partnerships
- Develop and maintain relationships with professional industry to support placement of students, bursaries and sponsorships and access to professional expertise.
- Facilitation of and involvement in professional and scholarly activities e.g. Conference Papers and Higher Degree Studies.
- Organise campus events for the School to promote professional industry relationships.
- Actively engage with the ECSA and relevant professional bodies, such as SAICE, SAIEE and SAIMechE.
- Lecture on engineering-related programmes (must lecture on an IIE qualification) across various modes of delivery where relevant.
- Marking of assessments and feedback to students in subjects lectured. May be required to internally moderate assessments scripts that fall within their subject fields, where necessary across IIE sites of delivery.
- Supervision on Capstone Design and Research Modules.
Student Development & Campus Support
- Assisting with academic development and support for a specific programme and its students.
- Tracking student success and implementing support interventions where required.

Work Context and EnvironmentA Civil Project Engineering Technician at Bombela Operating Company works in environments involving site work, technical coordination, and project administration. The role is embedded in a highly regulated, safety-critical rail system, requiring strong technical acumen, compliance discipline, and coordination skills. It offers exposure to multi-disciplinary infrastructure projects, operating within tight timelines and under significant stakeholder scrutiny.
Primary Responsibilities- Project Lifecycle Support (PMBOK-aligned) : Supports the Manager during initiation, planning, execution, monitoring, and closing phases. Assists with site data collection, stakeholder inputs, and technical documentation that feed into project charters and plans.
- Scope and Design Support : Assists in scoping site-specific work, validating technical information against drawings, and ensuring civil specifications align with operational constraints. Escalates uncertainties early to support accurate planning.
- Execution Oversight Support : Monitors physical site works, conducts daily inspections, enforces safety compliance, and records progress against schedule. Highlights delays, non-conformance, and interfaces with contractors under guidance of the Manager.
- Quality and Compliance Checks : Implements QA/QC checklists, verifies workmanship and material quality, and supports audits initiated by the PM. Ensures as-built information is submitted, logged, and archived.
- Change and Risk Tracking : Assists with capturing scope changes, contractor requests, and site risks. Provides technical input during project reviews, and logs risks/issues as per the Manager's risk management framework.
- Documentation and Reporting : Maintains site diaries, progress photos, technical registers, and inspection records. Prepares daily/weekly reports for submission to the Manager.
- Stakeholder and Site Coordination : Coordinates site access, safety inductions, wayleave compliance, and logistics with stakeholders including maintenance units and regulatory bodies.
- Revenue Enhancement Projects : Participates in minor upgrade/refurbishment initiatives aligned to business performance improvement or operational optimization.
- Incident & Safety Investigations : Participates in incident reviews, documents root causes, and follows up on corrective actions under the Manager's direction.
Educational Level : Minimum - National Diploma in Civil Engineering (NQF Level 6). Preferred - BTech or Advanced Diploma in Civil/Structural Engineering.
Experience : At least 5 years in a project environment.
Technical Skills & Qualifications- Drawing interpretation, site supervision, construction documentation, AutoCAD, MS Office, QA/QC processes, measurement & BOQ verification.

Minimum Qualification Requirements:
- Minimum of a BEng and a Master of Engineering (NQF Level 9) in Civil Engineering.
- Registration as a Professional Engineer would be highly advantageous.
- Other qualifications besides the above will not be accepted.
Minimum Work Experience Requirements:
- At least 2 years of experience in Teaching and Learning (preferably in a tertiary education environment).
- Demonstrated experience in curriculum design and development.
- A record of research and publication in scholarly journals and/or conference proceedings.
- Must have an understanding of the regulatory framework and its impact on higher education and private colleges.
Working Hours:
- Monday to Friday : 08:00 -17:00
