Requirements :

Duties :

  • Develop and implement the departmental Supply Chain Management strategy aligned with legislative and policy frameworks. Manage procurement and contract management processes to ensure compliance and value for money. Oversee asset and inventory management, including the maintenance of a fixed asset register. Ensure effective transport and logistics support services. Lead the development and execution of the departmental demand management strategy and plan. Oversee the demand and acquisition processes, ensuring alignment with financial planning and departmental needs. Establish and oversee the functioning of the Bid Specification Committee (BSC), Bid Evaluation Committee (BEC), and Bid Adjudication Committee (BAC). Provide strategic advice and support to the CFO and executive leadership. Promote good governance, ethical conduct, and anti-corruption measures within Supply Chain Management operations. Support the implementation of procurement systems and controls to mitigate risks and prevent irregular expenditure. Ensure compliance with PFMA, PPPFA, BBBEE, Treasury Regulations, and other relevant legislation. Manage human and financial resources within the Directorate.

Duties & Responsibilities

Best Practice and Knowledge Management

  • Identify and support the implementation of process and system enhancements to continuously improve contract management process.
  • Study/research best practice processes and benchmark the Company processes at regular intervals.
  • Assist in mitigating risk in terms of contractual exposure to the Company.

Business Partner Enablement

  • Identify, evaluate and support business partners/end-users to develop disciplined sourcing execution capabilities.
  • Provide process advice to business partners/end-users through in-transaction guidance and support.
  • Work with various internal and external stakeholders to expand and enrich supply chain content.

Compliance, Governance and Assurance

  • Ensure supplier stakeholders comply with relevant regulatory requirements.

  • Collaborate and communicate with suppliers.

Contract Management

  • Compile and manage contracts with service providers.

Provide fleet management and advise on vehicle procurement. Ensure vehicle safety, security and live tracking. Oversee abnormal load transport in compliance with statutory requirements. Maintain robust import/export capabilities. Ensure full Proof of Delivery capability. Maintain strong industry network and role-player relationships. Customer and Supplier Service Manage service level agreements with customers and suppliers. Maintain compliance with statutory entities and government-related stakeholders. Foster internal communication across branches and divisions. Human Resources and Industrial Relations Manage operations staff and ensure alignment with company expectations. Ensure access to policies and procedures for all team members. Promote adherence to company code of conduct and disciplinary procedures. Administration Oversee daily operations reporting, KPIs, executive reports and presentations. Control and reduce operational expenses through cost-saving initiatives. Training and Development Ensure timely staff training, including mandatory and soft skills development. Customs Oversee clearing and forwarding operations ensuring compliance and efficiency. Ensure the customs department supports business functions effectively. Environment, Health and Safety Ensure compliance with OHS and company safety policies. Manage safety and security of cargo, equipment and staff. Enforce access control and PPE compliance. Decision-Making Take appropriate action within delegated authority limits.
