Position Summary:
The National Research Foundation (NRF) seeks to appoint a Head: Research, Analysis and Advice within the Digital Transformation business unit. The incumbent will be responsible for providing strategic leadership and management to the NRF Policy, Research & Advice division; developing macro-organisational policy and strategy to advance the NRF’s mandate; and offering evidence-based policy advice and impact analysis to support the development of the National System of Innovation (NSI) in alignment with government priorities.
Key Responsibilities:
- Providing strategic leadership for research, analysis, and policy advice development and implementation.
- Assessing organisational needs through qualitative and quantitative analysis, leveraging relevant mandates and strategic inputs.
- Benchmarking with local and international policies and strategies using appropriate methods.
- Leading thought leadership initiatives to capture insights and provide policy advice to the NSI.
- Developing evidence-based policy advice, briefings, and thought pieces for NRF and NSI.
- Monitoring organisational performance and impact through strategic analytics.
- Managing relationships with strategic partners to further the NRF's mandate.
- Developing and overseeing departmental business plans, budgets, and operations.
- Leading qualitative and quantitative analysis to inform evidence-based policy and strategic advice.
Minimum Qualifications:
- Doctoral Degree / NQF 10
Minimum Experience:
- 7-10 years of post-doctoral experience in policy development, research support, or data-intensive environments within higher education or science sectors, including at least 5 years in management.
Knowledge and Skills:
- Strong understanding of strategy development, business planning, and implementation.
- Advanced organisational, leadership, and stakeholder management skills.
- Proficiency in project management, interpersonal skills, and problem-solving.
- Excellent verbal and written communication, presentation, and data analysis skills.
- Knowledge of policy writing, data analysis, South African Higher Education, and the National System of Innovation.
- Familiarity with relevant legislation such as PFMA and labour laws.

- 6 years’ experience in roles within market insights, consumer research or product management.
- 4 years’ + experience in Insurance and/or financial service industry.
