Position Summary:
The National Research Foundation (NRF) seeks to appoint a Head: Research, Analysis and Advice within the Digital Transformation business unit. The incumbent will be responsible for providing strategic leadership and management to the NRF Policy, Research & Advice division; developing macro-organisational policy and strategy to advance the NRF’s mandate; and offering evidence-based policy advice and impact analysis to support the development of the National System of Innovation (NSI) in alignment with government priorities.

Key Responsibilities:

  • Providing strategic leadership for research, analysis, and policy advice development and implementation.
  • Assessing organisational needs through qualitative and quantitative analysis, leveraging relevant mandates and strategic inputs.
  • Benchmarking with local and international policies and strategies using appropriate methods.
  • Leading thought leadership initiatives to capture insights and provide policy advice to the NSI.
  • Developing evidence-based policy advice, briefings, and thought pieces for NRF and NSI.
  • Monitoring organisational performance and impact through strategic analytics.
  • Managing relationships with strategic partners to further the NRF's mandate.
  • Developing and overseeing departmental business plans, budgets, and operations.
  • Leading qualitative and quantitative analysis to inform evidence-based policy and strategic advice.

Minimum Qualifications:

  • Doctoral Degree / NQF 10

Minimum Experience:

  • 7-10 years of post-doctoral experience in policy development, research support, or data-intensive environments within higher education or science sectors, including at least 5 years in management.

Knowledge and Skills:

  • Strong understanding of strategy development, business planning, and implementation.
  • Advanced organisational, leadership, and stakeholder management skills.
  • Proficiency in project management, interpersonal skills, and problem-solving.
  • Excellent verbal and written communication, presentation, and data analysis skills.
  • Knowledge of policy writing, data analysis, South African Higher Education, and the National System of Innovation.
  • Familiarity with relevant legislation such as PFMA and labour laws.

  • Dashboard Creation Expertise: Extensive experience in designing and implementing effective dashboards that provide real-time insights and enable the business to track performance and make informed decisions.
  • Additional Knowledge: Experience in strategic planning using quantitative techniques, managing large data volumes, and advanced statistical techniques.

The Data Science Lead is responsible for analyzing, processing, and modeling data, then interpreting the results to create actionable plans that help solve business challenges and drive business results.

Key Result Areas

Operational Delivery

  • Gather data and enable a centralized data knowledge management system that integrates sources into one platform
  • Develop a process to aggregate data and then enable centralization
  • Mine and analyze large sets of data to derive actionable insights and value from data
  • Develop an approach and model for foresight generation
  • Perform predictive analytics and data modeling to derive insights about future business decisions that improve customer experiences and business revenue
  • Design, implement, and support the delivery of data solutions
  • Assess the effectiveness and accuracy of new data sources and data-gathering techniques
  • Develop analysis metrics and new reports to support critical business decisions
  • Provide input on optimal data architecture to support effective data solutions
  • Develop relevant data models, including statistical and machine learning models, to derive more value from data
  • Guide data types and content that should maximize value
  • Collaborate with stakeholders to understand current challenges and needs that should be met with data solutions

Job Description

Job Purpose:

To support the business in identifying opportunities for different segments, and work to use identified insights to design compelling, disruptive and commercially viable Client Value Propositions for the company Insurance offerings.

Job Responsibilities:

  • Provide input on activities for relevant CX reports by collecting information on status and results.
  • Co-ordinate tasks, resources and internal and external stakeholders to support the implementation of strategic objectives.
  • Meet financial objectives by co-ordinating activities in line with budget/target requirements.
  • Design and Develop Client Value Proposition (CVP) by ensuring that the CVP’s resonate with the customers’ needs and while aligning with commercial imperatives.
  • Identify and engage with all stakeholders to ensure implementation of CVP activities.
  • Build and maintain collaborative relationships with stakeholders to deliver on CVP objectives.
  • Understand customer needs and market trends.
  • Design and develop market leading customer value propositions that are based on customer needs, behaviour, and potential to optimize both customer value proposition and customer experience across our target segments and population groups.
  • Ensure that the CVPs resonate with the customers’ needs and also with commercial imperatives.
  • Monitor, analyse and articulate in detail competitor activity and emerging market trends to inform the CVPs and ensure the designs remain competitive and up to date.
  • Leverage Analytics, MI & Customer Experience to build a fact-based understanding of customer needs and use these insights to support or disprove particular areas of prioritization, focus and courses of action.
  • Ensure alignment with the segment customer value proposition.
  • Monitor and provide feedback to enhance customer value proposition.
  • Contribute to Segment and Proposition strategy.
  • Lead and ensure the implementation of the CVP from end to end.
  • Generate concise business plans in support of the CVPs.
  • Work collaboratively with downstream colleagues with responsibility for building elements of the CVP to a definitive timetable.
  • Contribute to a culture conducive to the achievement of transformation goals by participating in the company’s culture building initiatives (e.g. staff surveys, etc.).
  • Participate and support corporate social responsibility initiatives for the achievement of key business strategies.
  • Identify and recommend opportunities to enhance processes, systems and policies and support implementation of new processes, policies and systems.
  • Improve personal capability and stay abreast of developments in field of expertise by identifying training courses and career progression for self through input and feedback from managers.
  • Ensure personal growth and enable effectiveness in performance of roles and responsibilities by ensuring all learning activities are completed, experience practiced and certification obtained and/or maintained within specified time frames.
  • Ensure information is provided correctly to stakeholders by maintaining knowledge sharing with the team.

Essential Qualifications:

  • Advanced Diplomas/National 1st Degrees

Preferred Qualification:

  • Post Graduate Diploma: Marketing Management

  • Influencing stakeholders to obtain buy-in for concepts and ideas.

Minimum Experience:

  • Overall 7 years + experience in Client Experience, Customer Value Propositions and Customer Insights.
  • 5 years’ experience in developing, implementing and being accountable for crafting of CVP, take to market strategy and business plan.
  • 6 years’ experience in roles within market insights, consumer research or product management.
  • 4 years’ + experience in Insurance and/or financial service industry.
