Role Overview
The Sourcing Manager – Infrastructure
will be responsible for developing and implementing sourcing strategies for capital and operational infrastructure projects across the organization. This includes the procurement of construction materials, mechanical and electrical components, facility management equipment, and related professional services.
The ideal candidate has strong experience in
engineering, construction, utilities, or facility management sourcing
, with the ability to negotiate complex supply contracts, manage vendor performance, and optimize cost efficiency without compromising quality or compliance.
Key Responsibilities
Strategic Sourcing & Procurement
- Develop and execute
category sourcing strategies
for infrastructure, construction, and facility management materials and services. - Identify, evaluate, and onboard suppliers capable of delivering large-scale infrastructure projects.
- Conduct
market analysis
to ensure competitive pricing, sustainable sourcing, and supply continuity. - Manage
end-to-end RFQ/RFP processes
, supplier negotiations, and contract finalization. - Ensure compliance with
company policies, HSE standards, and local regulations
.
Vendor & Contract Management
- Negotiate
framework agreements, service-level agreements (SLAs), and long-term supply contracts
. - Evaluate supplier performance using KPIs such as quality, delivery, cost, and innovation.
- Maintain strong relationships with
OEMs, EPC contractors, and technical service providers
. - Support project managers in resolving supplier-related issues and ensuring timely delivery of materials.
Cost & Risk Management
- Drive
cost optimization initiatives
through supplier consolidation, volume leverage, and value engineering. - Identify and mitigate sourcing risks related to logistics, price fluctuations, or geopolitical factors.
- Support project finance teams in developing accurate budgets and cashflow forecasts.
Collaboration & Cross-Functional Alignment
- Work closely with
engineering, projects, operations, and finance teams
to define specifications and procurement timelines. - Coordinate with legal teams to ensure contracts protect the company's commercial interests.
- Contribute to sustainability and ESG initiatives by sourcing
green and energy-efficient solutions

Qualifications & Experience
- Bachelor's degree in
Supply Chain Management, Engineering, Business Administration
, or equivalent. - Minimum
7–10 years' experience
in sourcing or procurement within
infrastructure, construction, utilities, or facility management
sectors. - Proven track record managing
high-value procurement portfolios ($5M–$50M+)
. - Strong understanding of
contract law, incoterms, and project procurement frameworks (EPC/EPCM models)
. - Experience with
ERP systems (SAP, Oracle, etc.)
and procurement digital tools. - Excellent
negotiation, stakeholder management, and communication
skills. - Fluency in
English and French

Category Management:

analysis, spend analysis, trend analysis, risk analysis, benchmarking etc

service or relationship described in the contracts, by balancing costs against risks and actively managing the contractual relationship
- Transactional Integrity: Ensure transactional integrity is adhered to for each step in the P2P process and all transactions are in line with company
compliance and policies by reviewing the monthly reporting and working with the allocated business units. Ensure that all contractual information is
loaded onto SAGE (Procurement Platform) for each deal that is completed prior to benefit sign off, as per the agreed Sourcing Process (sign off will not
occur unless this is done). Address all enquires to add resolution related to supplier payments and invoicing
Stakeholder Management:
- To support the organisation in achieving its strategic objectives by interpreting and influencing both the external and internal environments and by
creating positive relationships with stakeholders through the appropriate management of their expectations and agreed objectives
- Positioning stakeholders according to the level of influence, impact, or enhancement they may provide to the business or it's projects

- We are seeking a dedicated Procurement Specialist to manage the procurement of assigned raw material categories for the Mars Food Cape Town site. This pivotal role is responsible for leveraging supplier capabilities to advance the regional and global Food strategic agenda.
- The successful candidate will lead the development and implementation of sourcing strategies at the CAP site, focusing on transforming current practices, simplifying portfolios, and enhancing value through quality, productivity, innovation, and sustainability.
- As the Mars spokesperson to suppliers, the Procurement Specialist will apply best practices in supplier management and collaborate closely with Operations and Supply Chain teams to ensure timely and complete delivery of materials. This role reports directly to the CAP site Commercial Manager.
What are we looking for?
- Bachelor’s degree or equivalent with a focus on business, supply chain, procurement, engineering, or operations (preferred).
- Minimum of 3 years of practical experience in strategic sourcing (procurement) is required.
- Proven category management experience in procurement is essential.

What would be your key responsibilities?
- Category Expertise: Analyze category spend, cost drivers, market trends, and supplier base to develop the most suitable sourcing strategy for packaging materials. Determine whether a regional or global strategy is appropriate. Build industry knowledge to develop cost models and execute core category strategies that enhance year-over-year productivity and improve total cost of ownership (TCO).
- Strategy Development: Lead cross-functional teams to develop and execute category strategies using the Mars Strategic Sourcing Methodology (MSSM).
- Supplier Relationship Management: Manage relationships with current and potential suppliers. Perform supplier segmentation and evaluate them based on quality, service, and value leadership performance. Conduct business reviews and "Top to Top" meetings as needed.
- Value Leadership: Identify and drive cost-saving initiatives to achieve over 5% year-over-year productivity delivery.
- Knowledge Management: Participate in external benchmarking and industry forums to gain market intelligence. Provide category input and price risk management to Cape Town site operating plans, ensuring compliance with procedures, policies, systems, and controls.
- Simplification: Collect and analyze data to identify opportunities to reduce complexity, rationalize specifications, and optimize the supplier base.
- Stakeholder Management: Collaborate with internal stakeholders to align supplier strategies and timelines with business objectives. Establish and maintain relationships with key stakeholders in local and global forums.
- Negotiation, Tendering & Contract Management: Develop commercial models, conduct tenders, and negotiate complex deals. Manage price, supply, service, legal, and intellectual property risks in line with business priorities.

The Sourcing and Supplier Manager is responsible for developing and executing sourcing strategies, managing supplier relationships, and ensuring the procurement of goods and services meets quality, cost, and delivery to ensure continuity of supply. This role plays a critical part in optimizing supply chain performance, mitigating risks, and driving value through strategic partnerships. One of the main responsibilities includes managing the procurement team to ensure sourcing policies and practices are adhere to when sourcing parts and qualifying new suppliers.
Key Job Functions
Procurement / Purchasing Strategy
- Participate in the development and review of the Procurement / Sourcing strategy
- Ensure compliance to supply chain policy, preferential procurement policy
- Identify and drive cost saving opportunities where possible
- Identify demand reduction ad supply consolidation opportunities where possible.
Operational Excellence
- Ensure purchasing principles and processes are adhered to within the Technical Procurement Team, to meet objectives and operational needs in terms of price, quality, and delivery targets (OTIF)
- Ensure purchasing policy, guidelines and any associated documents are in place and updated when required.
- Develop electronic procurement processes/systems where possible

Cost Centres

Collaborate with finance to manage budgets and forecast procurement costs.
Perform yearly audits on all qualified suppliers' costing
- Continuously keep track of market trends and movements
- Provide inputs to the budgets process (e.g., market conditions, supplier performance, alternative suppliers).
- Manage and oversee all cost savings projects
Continuous Improvement
- Identify and action improvement opportunities within the department.
- Ensure best operating practices are implemented and continuous improvement embedded within all functions.
- Drive all projects and report to GM: Procurement and Logistics on outputs, status, risks, and management thereof.
