Description: Position : Human Rights and Gender (HRG) Legal Specialist. Reporting: Position reports to the HRG Technical Lead. Duration: October 2025 – 31 st of March 2026 (Extension depending on funding availability).
Organisational Background: Centre for Community Impact (CCI) formerly known as Johns Hopkins Education in South Africa (JHHESA), is a South African local Health and Social Behaviour Change and Communication organisation, registered as a local Non-Profit Organisation (NPO) in the Kingdom of Eswatini. CCI has a history of addressing Gender Based Violence (GBV), HIV, TB and STIs, and aims to be a human rights-based organisation that uses evidence to localise policies into impactful actions and to advance gender equality, health, and social development.
Position Summary: The HRG Legal Specialist should be an Admitted Attorney who provides national leadership, coordination and technical oversight for all Access to Justice activities within the HRG Programme at CCI. This role ensures legal literacy, case management, and redress mechanisms are implemented effectively across all SRs and Implementing Partner Organisations (IPOs). The HRG Legal Specialist provides technical leadership and oversight for all Access to Justice activities nationally, manages SR-level Legal and Advocacy Officers and paralegals, and liaises with justice sector stakeholders to strengthen referral pathways and systemic advocacy. The role contributes to harmonised, evidence-based legal interventions and national advocacy and reform agendas.
Responsibilities:
- Strategic Leadership and Oversight of Access to Justice: Lead design, planning, and execution of national Access to Justice activities; liaise with Global Fund Prime Recipients to standardise approaches; align legal interventions with human rights and gender integration efforts; translate survey findings into actionable strategies; serve as principal legal advisor to CCI’s HRG programme.
- Oversight of Legal and Advocacy Officers and Paralegals: Manage and mentor SR-level officers; oversee paralegals; develop and implement SOPs; conduct performance reviews.
- Legal Literacy and Capacity Development: Lead national legal literacy campaigns targeting sex workers and key populations; coordinate paralegal trainings; build capacity of SR and community-level actors; ensure materials align with SA law and international human rights principles.
- Case Management and Redress Mechanisms: Establish or strengthen national case management systems; ensure referrals to legal aid, psychosocial services, and health facilities; monitor patterns of violations to inform advocacy; compile quarterly summaries and analyses.
- Multi-Sectoral Advocacy and Stakeholder Engagement: Coordinate dialogues with SAPS, prosecutors, magistrates, traditional leaders, and health service providers; engage with AIDS councils and human rights forums; develop policy briefs and talking points; represent CCI in technical groups and donor forums.
- Programme Planning, Monitoring, and Reporting: Integrate Access to Justice activities into work plans; define and track KPIs; contribute to donor reports; ensure cost-effectiveness within the budget.
- Policy Reform and Knowledge Generation: Use programme evidence to inform advocacy for decriminalisation and law reform; document best practices; contribute to research outputs and publications.
Qualifications and Experience:
- Bachelor’s degree in Law (LLB) or Human Rights; Master’s in Human Rights or related field.
- At least 5 years of experience in human rights law, legal aid, or access to justice programming within HIV, GBV, or key populations contexts.
- Experience in team leadership, supervising legal officers and paralegals.
- Strong understanding of South African legal frameworks on human rights, HIV, and GBV; familiarity with police, courts, commissions.
- Experience with donor-funded programmes (Global Fund, PEPFAR) and multi-sector collaborations.
- Excellent facilitation, advocacy, and stakeholder engagement skills.

A DAY IN THE LIFEDay-to-day activities will depend on the stage in the program cycle: planning season & immersion experience.
Planning season: daily activities during this stage include identifying and developing in-person learning activities that support the curriculum competencies and learning outcomes; prepare and roll out training for local partners; prepare orientation materials and resources for students’ onboarding to the program; provide feedback & input for future iterations of the program. In addition, this stage includes monitoring and tracking students’ pre-departure tasks (e.g. visa applications, travel plans, health and safety forms, housing & apprenticeship allocations).
Immersion experience: this is the most dynamic stage of the cycle while students are immersed in Cape Town. Day-to-day activities will include: managing communications with the local operational partner; leading reflection/learning activities for students; supporting and managing health and safety incidents; planning and executing activities that build community and a sense of belonging to Tilting Futures.

The Department of Social Development, Western Cape Government has opportunities for two (2) suitably qualified and competent individuals to ensure that social work services are provided by supervisees through the promotion of social change, problem solving in human relationships and the empowerment and liberation of people to enhance social well being.
Minimum Requirements
Formal tertiary qualification in Social Work (e.g. Bachelor of Social Work) that allows professional registration with the SACSSP; Registration with the SACSSP as a Social Worker; A minimum of 7 years appropriate experience in social work after registration as Social Worker with the SACSSP.

Key Performance Areas

ECHO Foundation is looking for a Social Work Assistant to join our team.
Essential Duties and Responsibilities:
- Assist with preparing contracts for new residents, schedule appointments for signing, ensure accuracy, obtain signatures and file all documentation on Papercloud.
- Provide support during the signing of contracts.
- Manage Life Right contracts by updating Adplex and filing records on Papercloud.
- Handle new and existing cessions by liaising with residents, financial institutions and the Finance Department. Prepare, sign and lodge new cessions with the relevant financial institution. Ensure all records are filed on Papercloud.
- Administer frail care admissions by updating Adplex, issuing admission letters to families and communicating with all relevant stakeholders. Ensure records are filed on Papercloud. Maintain sufficient stock of frail care application forms.
- Assist with organizing new and old residents teas, including preparing invitations, printing labels, distributing to villages and completing related administration.
- Provide administrative support for meetings (e.g., Entertainment, Hello Echo), including sending reminders and preparing materials.
- Communicate updates and changes relating to Adplex, residents and frail care as required.
- Update, add or remove resident details on Adplex and Papercloud.
- Prepare and distribute monthly birthday cards for residents by compiling lists from Adplex, liaising with printers, preparing envelopes and sending it out to Supervisors.
- Send updated resident lists to Atlas and Wright Security monthly.
- Respond to resident enquiries via phone, email and in person. Assist with waiting list and new applicant queries.
- Manage walk-in enquiries from prospective residents and individuals on the waiting list.
- Prepare residential confirmation letters for residents.
- Process updates received from Adplex/Relay, including recording resident movements and filing on Papercloud.
- Provide reception relief when required.
- Update Adplex with details of new members at Walmer Service Centre and Caritas.
- Distribute monthly newsletter received from Entertainment Committees by compiling and forwarding them to committee members and management.
- Maintain updated lists of carers for the villages.
- Provide assistance and communication support to Supervisors as needed.
Qualifications required:
- Grade 12.
- Certificate in Office Administration or a related field would be beneficial.
Skills required:
- Strong organizational and time-management skills.
- Proficiency in MS Office Suite (Word, Excel, Outlook, PowerPoint).
- Excellent communication and interpersonal skills.
- Ability to multitask and handle various administrative functions efficiently.
- Attention to detail and a proactive approach to problem-solving.
- Ability to work well both independently and as part of a team.
Work Experience:
