IntroductionTo ensure that listed debt and specialist security companies and all other regulated and semi-regulated parties comply with the JSE Listings Requirements and JSE Debt Listings Requirements to enable the JSE to mitigate financial and reputational risk to the JSE as the regulator and the stock exchange.
ResponsibilitiesProtect and grow core business – Process Management
- Review, analyse and interpret the information submitted and perform needed assessments to identify if the instruments that will be listed is one or more of the following: vanilla debt, convertible bonds, credit-linked notes, index-linked notes, structured notes/products, exchange traded notes, exchange traded funds, actively managed certificates, actively managed exchange traded funds, warrants, securitisations, asset-backed securities, preference shares, project bonds, sustainability securities and potential debt or specialist securities that may come to market (e.g. crypto assets, carbon credits, etc.)
- Once the instrument type/s have been identified, assess which specific requirements or if multiple sets of requirements would be applicable when reviewing documentation.
- Subject instrument types to in-depth analysis to determine if future assets/securities/indices would be utilised in the relevant instrument type/s and identify the relevant requirements.
- Maintain consistency in review process when ensuring compliance with the requirements in order to mitigate risks.
- Assist listed companies or sponsors with issues pertaining to compliance to the listing requirements by outlining requirements or providing suitable alternatives.
- Ensure that Issuer Regulation Page on the website is up to date with all continuously updating documents.
- Utilise JSE systems, internal data and market data to regulate companies, identify trends and issues with listed companies.
Protect and grow core business – Business and Financial Results Management
- Apply cost effectiveness principles in planning and delivery to contribute to achievement of divisional financial targets.
- Regulate the issuers of debt and specialist securities by ensuring their adherence to the Listings Requirements and Debt Listings Requirements.
- Documents to be vetted to ensure full compliance with the Listings Requirements and Debt Listings Requirements.
- Provide advice and guidance to prospective and existing applicant issuers.
- Identify opportunities to improve on existing procedures and processes.
Protect and grow core business – Stakeholder relationship management
- Understand and meet clients' needs by continuous and clear communication.
- Build sponsor, debt sponsor and designated person relationships by communicating in a professional manner.
- Maintain consistency in interaction with all clients.
- Engage in quarterly meetings with key debt sponsors, sponsors and designated persons.
Protect and grow core business – Self-Management
- Manage own delivery against agreed delivery plan and set timelines.
- Improve personal capability and professional growth.

Technical/Professional Knowledge

Qualifications
- Degree in Finance / Financial markets / Law.
- A relevant Post graduate qualification would be an added advantage.
- 2 years’ experience in debt and/or specialist securities market.
Knowledge and Skills Required
- Knowledge and understanding of the basic mechanics behind various types of debt and specialist securities.
- Knowledge of listings and debt listings requirements applicable to all mentioned debt and specialist securities.
- Knowledge of accounting and/or legal terms pertaining to all mentioned debt and specialist securities.

The senior regulatory analyst will be part of the model building team that is responsible for building logistic regression and machine learning models. It is a combination of bureau models as well as models for our clients. The typical models we build are a combination of probability to default, collection models, behaviour models, early warning risk categorisation, income predictors and fraud models. Experian also hosts regulatory models for specific clients and the senior analyst will be responsible for the management and/or running of these models. They will also be responsible for other client or internal projects in this team including
- Complex data work to prepare data for model building,
- Building models in Paragon Modeller/ SAS and Python
- Presenting models to stakeholders
What you’ll be doing
- Lead regulatory analytics initiatives within the team, focusing on compliance with IFRS 9 and Basel requirements.
- Validate, and monitorPD, LGD and EAD models that support ECL calculations.
- Execute a monthly run for regulatory models, ensuring timely and accurate delivery in line with client SLAs.
- Provide guidance to junior members of the team also running monthly runs for regulatory models.

Experience and Skills
- Degree or equivalent standard, with high mathematical content o e.g. Mathematics, Statistics, Economics, Business Mathematics and Informatics, Accounting, Engineering, Actuarial Science, Scoring Specialist or Data Science.
- Minimum Required Background and Experience:
- 5+ years of hands-on experience in credit risk modeling or regulatory analytics (IFRS 9, Basel, or similar frameworks)
- Practical experience developing, validating, or running PD, LGD, and EAD models
- Strong understanding of regulatory requirements for credit risk and expected credit loss (ECL) calculations

· Keep abreast of changes in securities, legislation or standards relevant to debt and specialist securities
· Epitomise living the JSE values and display professional conduct

· Implement improvements and/or innovative ideas that add value to the JSE
Preferred Qualification
- Degree in Finance / Financial markets / Law / Accounting / Analytics
- 4 years’ experience in the debt and/or specialist securities market
- Advising on the JSE listings requirements relating to debt and/or specialist securities preferable
Knowledge and Skills preferred
Knowledge
· Knowledge of the basic mechanics behind the various types of debt and specialist securities
· Knowledge of listings requirements applicable to debt and specialist securities preferable
· Basic software applications (e.g., Outlook, Word, Excel, PowerPoint, Internet, Email)
· Knowledge on cyber security and agile methodology preferable
· Understanding of the Protection of Personal Information Act
· Knowledge on sustainability principles, guidelines or regulation would be advantageous
Skills
· Establishing and maintaining collaborative relationships with peers / manager
· Building and maintaining effective relationships with internal and external stakeholders
· Analytical and critical thinking skills (problem-solving)

Key Purpose
SA Composite Compliance is looking for a dynamic individual to join the SA Composite Compliance: Regulation, Culture & Governance team as a Regulatory Change Analyst to assist management to effectively and productively manage its responsibilities to comply with legislative changes, regulation, industry standards, codes, guidelines and practice.
Areas of responsibility may include but not limited to
- Scan, identify, assess and circulate regulatory change developments.
- Facilitate regulatory workshops with the relevant business owners on the legislative changes.
- Continuously monitor and track progress of legislative changes including management and maintenance the regulatory change repository.
- Manage and maintain the regulatory universe and regulatory dashboard.
- Create content for regulatory change and developments i.e. newsletters, position papers, special insights, regulatory change analyses, etc.
- Management of collating and submission of comments to influence the change of legislation.
- Provision of input into the regulatory training plans based on the regulatory universe and identified future needs. Training material support in terms of regulatory requirements, research and review.
- Facilitate and co-ordinate specific regulatory change projects including assisting management to effectively manage its responsibilities to comply with these regulatory requirements.
- Input into business unit specific monthly and quarterly compliance reports.
- Compliance representative at industry forums and bodies.
- Build, develop and maintain relationships with the key internal and external stakeholders relevant to the functional area and / or area of specialisation.
- Ensure that team annual objectives are met.
- Legislative knowledge and interpretation.

- Local and international regulatory universe experience.
- Write in a well-structured and logical way.
- Ability to review compliance guidance notes.

- CPrac accreditation.
