The Head of Public Policy for South Africa will join a growing and dynamic team that works across Europe, Middle East, Africa, India and Asia-Pacific, in support of Amazon's global consumer and digital businesses. As the Head of Public Policy for South Africa you will lead our work with policymakers and non-governmental groups in support of our consumer-centric business model within South Africa. You will have an astute understanding of the public policy and regulatory environment as well as the key stakeholders within it. You will coordinate across Amazon's business, locally and globally, to develop and implement positioning and engagement strategies.

You will lead external advocacy efforts, outreach programs, partnerships, and initiatives in support of these business objectives. You will coordinate Amazon's engagement with relevant industry associations and wider coalitions, and manage consultancy support. You will be able to manage and drive complex projects, and provide clear and confident guidance, including in situations of high ambiguity. You will be a confident leader, but are also able to operate respectfully and collaboratively within wider regional and international structures.

The position is based in Cape Town.

Basic Qualifications

• 15+ years of relevant public policy and advocacy experience, e.g. within corporate public policy and government relations, in public administration, trade associations or non-governmental organizations.
• A keen working understanding of policy-making processes and government relations in South Africa.

Preferred Qualifications

• Experience of public policy leadership in consumer-facing, technology or retail companies.
• Experience working at high level and collaboratively in a highly-matrixed environment, alongside teams including Legal, PR, and business teams.

The Global Public Policy & Government Affairs team's work spans across a broad and diverse range of functions and workstreams, including government affairs and government relations; policy and issue area expertise; risk and crisis management and mitigation; outreach, coalitions, and partnerships; and corporate social responsibility. The mission of the Global Public Policy team is to prevent, manage, and mitigate political, legislative, and regulatory threats to TikTok and to promote a political, legislative, and regulatory environment that supports growth and innovation for our business.

We are looking to hire a dynamic and agile Government Relations and Public Policy Leader to define and execute our GR efforts in Sub-Saharan Africa (SSA). The ideal candidate must be a strategic thinker and a strong team player with the ability to exercise good judgment in a rapidly changing environment. The candidate must have a good understanding of the region's public policy challenges, political systems, institutions, and cultural landscape; and, solid networks and relationships with Sub-Saharan policy-makers, multilateral agencies, academia, and civil society stakeholders.

The SSA Government Relations and Public Policy Leader is part of the METAPSA GR team and is responsible for overseeing regional policy issues and crisis management across Sub-Saharan Africa. The role reports to the Deputy Director of Government Relations and Public Policy for the Middle East, Türkiye, Africa, Pakistan, and South Asia.

The candidate must bring experience in policy assessment, risk management, and proven leadership and organizational skills. Experience in a technology company is preferred. They should be a flexible problem-solver with strong communication skills, able to collaborate effectively with diverse internal and external stakeholders. The role also requires the ability to work independently and with agility in a dynamic, fast-paced environment.

Responsibilities

• Lead TikTok's government relations and public policy strategy in Sub-Saharan Africa, ensuring alignment with regional regulations and policy frameworks on data protection, privacy, safety, IP, content policy, and other tech-relevant issues.

• Build and maintain strategic, long-term relationships with governments, regulators, NGOs, academia, think tanks, and other key stakeholders across the region.

• Actively identify and assess emerging policy issues and political/social trends, advising internal teams on risks and opportunities.

• Develop and execute advocacy and engagement campaigns to advance TikTok's policy positions and strengthen its reputation across SSA.

• Serve as a senior external representative of TikTok, clearly communicating policy positions and helping local communities better understand the platform.

• Guide and support local teams in mitigating operational and regulatory risks.

• Manage and mentor a team of three, setting strategic priorities and ensuring high-quality execution.

Qualifications
Minimum Qualifications

• Extensive experience leading public policy, government relations, or advocacy, with a proven ability to build and manage strategic relationships with governments, regulators, and key stakeholders.

• Deep understanding of public policy issues relevant to technology (e.g., data protection, privacy, content, IP, safety) and the regulatory landscape across Sub-Saharan Africa.

• Proven experience leading cross-functional initiatives and working effectively with legal, policy, communications, and product teams in complex organizations.

• Strong leadership skills, with experience managing and mentoring teams.

Brief description

The main purpose of this position is to conduct financial sector prudential policy-related research and analysis to monitor and influence the policy positions of international financial sector standard-setting bodies as well as local policy matters set by National Treasury and the legislator. Deliverables include providing guidance and engaging with National Treasury, the South African Reserve Bank (SARB), financial sector regulators, the industry and other stakeholders to support the South African stance on policy matters related to insurance.

Detailed description

The successful candidate will be responsible for the following key performance areas:

Implement the SARB's microprudential regulation and supervision strategic objectives.

• Analyse the relevance and appropriateness of developments in international standards as they impact the mandate of the Prudential Authority (PA).
• Administer and implement prudential policy and prudential policy tools.
• Design and implement cooperation and collaboration mechanisms with the SARB to support financial stability.
• Conduct research based on international best practices and practices in other jurisdictions that are similar to the South African insurance market to better inform the development of a robust insurance regulatory framework for the South African insurance market.
• Analyse domestic and global regulations and their impact in the field of insurance.
• Monitor the implementation of global insurance prudential policy frameworks and their impact on local insurance regulatory frameworks.
• Develop and/or refine insurance regulatory frameworks and insurance policy position instruments within the PA's mandate.
• Participate in industry engagement sessions as well as engagements with other financial sector regulators and internal stakeholders in the development of insurance regulatory frameworks for the PA.
• Administer and implement prudential policy and prudential policy tools.
• Design and implement cooperation and collaboration mechanisms with the SARB to support financial stability.
• Draft regulatory frameworks and policy instruments.
• Represent South Africa and influence international standard-setting bodies.
• Support senior team members in representing the PA in Parliament and other forums on policy matters and legislation related to insurance.
• Adopt and tailor international standards to suit South African requirements, ensuring they are fit for purpose and compliant with international criteria.
• Be a custodian of the PA Policy Panel and related governance processes, including the secretariat functions, which ultimately report to the Prudential Committee of the PA.
• Coordinate and finalise international surveys.
• Provide input into the regulatory strategy for the PA to fulfil its functions and objectives as stipulated in the Financial Sector Regulation Act 9 of 2017 (FSR Act).
• Draft and assist in maintaining memorandums of understanding with other financial sector regulators such as the Financial Sector Conduct Authority, National Credit Regulator, Financial Intelligence Centre and the SARB.
• Brief divisional heads, heads of department (HoDs), the Chief Executive Officer (CEO), Governor and deputy governors on policy positions regarding specialised topics related to insurance.
• Represent the PA at various public forums such as training, lectures and conferences.
• Coordinate the PA's 'house view' in collaboration with the SARB and other regulators.
• Conduct and coordinate ad hoc research on prudential-related topics.
• Draft speeches for the HoDs, CEO, Governor and deputy governors on specialist topics.
• Prepare briefings on specialist topics for the CEO, Governor, deputy governors and HoDs to represent the PA/SARB view locally and internationally.
• Assist with the implementation of all future microprudential matters within the mandate of the PA.
