Our client is seeking a dedicated Law Enforcement Liaison Officer to enhance their operations in the recovery of stolen and hijacked vehicles. The successful candidate will play a vital role in achieving their recovery targets while fostering relationships with law enforcement and private security partners.

Duties and Responsibilities

• Recovery of stolen or hijacked vehicles.
• Act as a specialized point of contact between the emergency control departments and external partners (such as law enforcement and PSI).
• Coordinate and attend to all activations and verifications dispatched by Emergency Control Centre.
• During crime or safety verification activations, request the assistance of Law Enforcement Agencies and PSIs to stop the activated vehicle.
• Adhere to Crime Scene management protocols at all times.
• Demonstrate a comprehensive working understanding of the complete stolen vehicle recovery ecosystem and legal framework.
• Demonstrate a comprehensive working understanding of SAPS protocols related to motor vehicle-related crime.
• Demonstrate a comprehensive working understanding of the Criminal Procedure Act.
• Testify in a criminal court when required.
• Demonstrate a comprehensive working of vehicle-related crime dynamics and drivers.
• Ensure vehicle safeguarding and repatriation protocols are adhered to at all times.
• Demonstrate a comprehensive working understanding and knowledge of missing person protocols (i.e., SAP55).
• Produce a recovery statement in line with Law Enforcement SOPs, and any and all recovery-related activities to assist the chain of evidence).
• Produce documentation of non-recovered vehicles (i.e., search area, chop shops, liaison efforts etc.) in line with SOPs.
• Demonstrate a comprehensive working understanding of post-recovery and non-recovery
• Provide guidance to customer and partners in terms of the stolen vehicle and recovery processes.
• Ensure timely escalation of customer queries and concerns to senior management
• Continuously analyse stolen vehicle tactics and modus operandi within the industry
• Stay abreast of changes within the security sector as they relate to the job function

Minimum Requirements

• Matric (Grade 12) or equivalent accepted qualification
• Knowledge of how the South African Police Service operates with a minimum of five years Law enforcement or PSI experience.
• Fair knowledge of Criminal Law and the Criminal Procedure Act is compulsory
• Must be willing to travel and work shifts, overtime as per the approved shift roster including weekends and public holidays
• Perform planned and unplanned standby duties as and when required
• Driver’s licence and own reliable transport
• Computer literacy
• PSIRA Grade C registration
• Firearm Competency (use of handgun for business purpose)
• Armed Response
• Operational Experience on Physical Tracking of Vehicles - Advantageous

Responsibilities

Apply analytical approaches, processes, and tools to detect proceeds of crime and specifically instances of money laundering and terror financing.

• Interpret information from various systems and records and evaluate information in the context of possible crimes being committed.
• Interact / pursue opportunities with external stakeholders / third parties, when required to discuss findings and obtain information.
• Conduct analysis of various data sets of standards to medium complexity and add value to information received to establish if there are reasonable grounds for disclosure to relevant stakeholders.
• Conduct financial analysis to ensure creation of relevant intelligence products.
• Determine relevance and completeness of information and identify gaps based on experience and judgment.
• Contextualise information according to clients' needs and prepare relevant reports, including the creation of charts and graphics, to explain findings in matters where there is a suspicion of proceeds of crime, money laundering or terrorist financing.
• Interpret the needs of clients to ensure product output which may inform decision making.
• Generate integrated quality assured products, which are timeous and relevant.
• Provide technical input in improving the understanding and knowledge of factors that allow, promote and deter money laundering and terror financing.
• Plan and manage tasking and output under supervision.
• Assist relevant stakeholders through active involvement in joint operations and assist with technical support in instances of priority coordinated team projects.

Prepare basic court-directed documentation and provide factual testimony in a court of law whenever required.

• Update records and compile statistics related to all tasking.
• Provide input to assist in updating relevant data bases to support/enhance data analysis and improve data mining.

• Relevant University Degree
• At least three years' experience in relevant field
• Sound knowledge in any of the following fields is preferable: financial and information analysis, intelligence, forensics or internal auditing.
• Working experience in the following fields will be advantageous: Intelligence, Law, Law enforcement, Accountancy

• Sound knowledge and experience using the Microsoft office suite and Excel is a prerequisite.
• Working knowledge of data analysis applications, tools, and systems will be an advantage.
• Anti-money laundering training will be an added advantage.

KEY PERFORMANCE AREAS

1. Kidnapping & Incident Management:
You will work closely with senior consultants, by observing and assisting them during all stages of kidnapping and incident management, from initial assessment to resolution, gaining insight into their decision-making processes and techniques.

2. Case Documentation:
You will be responsible for organising and maintaining case files, including relevant communications, reports, and documentation, ensuring accuracy and confidentiality at all times.

3. Research and Analysis:
Conduct research on global kidnapping trends, relevant legal frameworks, and best practices in crisis management, providing valuable insights to support decision-making and strategy development.

4. Client Communication:
Assist in liaising with clients, government agencies, law enforcement, and other stakeholders, under the guidance of senior consultants, to facilitate effective communication and collaboration throughout the crisis management process.

5. Participating in Training Exercises:
Participate in simulated exercises and training sessions designed to simulate real-life kidnapping scenarios, honing your negotiation, communication, and problem-solving skills in a controlled environment.
