Job Description

South African National Parks (SANParks) invite applications for a fixed term contract position for 3 (three) years from suitably qualified and experienced persons to manage infrastructure projects Nxanatseni and Marula Regions.

This position will report to the Programme Manager: Kruger National Park.

The incumbents will be expected to provide own accommodation outside the park hence the package took that into account.

Roles and Responsibilities

  • Management and implementation of various infrastructure (including Expanded Public Works Programme) projects in national parks in Kruger National Park.
  • Contract management of construction projects.
  • Development of business plans and project implementation plans as per funding guidelines and conditions.
  • Human capital management.
  • Administration, data management and reporting projects as per requirements.
  • Financial management of project budgets and cash flow.
  • Liaise and communicate with relevant stakeholders and role-players.
  • Ensure sound internal controls and adherence to policies and procedures.
  • Preparation and approval of tender documents for consultants and contractors.

Qualifications And Requirements

  • A recognised Degree or B-Tech in any of the Built Environment Disciplines (Construction Management, Architecture, Quantity Surveying, Engineering or Project Management). (NQF Level 7 Essential).
  • Registration with the South African Council for Project and Construction Management Professions as a Professional Construction Project Manager (SACPCMP) or any other relevant professional body.
  • Minimum of 6 years inproject and construction management experience.
  • 3-5 years Management experience in a similar senior role.
  • Knowledge and understanding of the relevant acts, i.e., PFMA, OHS, Construction and Environmental Management Regulations, FIPDM etc.
  • Experience in labour intensive construction work will be an advantage.
  • A valid Code EB driver’s license and Microsoft Office software competency.

Job requirements

  • Honours degree/Postgraduate Diploma (NQF8) in Computer Science, Information Technology or an equivalent qualification;
  • a minimum of 10 years experience in a security and/or systems management environment with at least five years in a senior management position; and sound knowledge and experience in areas such as incident management, infrastructure management, security systems management and stakeholder engagement.

    • Assist the Lead Construction Management Engineer with monitoring, control, and assessment of prison designs produced by consultants.
  2. General Construction
    • Liaise closely with engineering personnel, ensuring accuracy of prison engineering activities.
    • Support the Lead Construction Management Engineer in identifying and solving prison construction issues in a timely manner.
  3. Monitoring and Progress Controls
    • Support the Lead Construction Management Engineer in the implementation of quality plans for the project to ensure the specified quality of work from the penitentiary perspective is achieved.
    • Support monitoring and evaluation of prison infrastructure activities.
  4. Knowledge Sharing
    • Participate in the prison project evaluation process, highlighting challenges associated with the project and feeding back into a continuous improvement cycle.
    • Provide training and knowledge transfer about prison building best practices and lessons learned to national &/or contractor personnel, including advice on good prison construction practices, and appropriate security standards.

Education/Experience/Language requirements:

  1. Education
    • Master’s degree or equivalent in Project Management, Civil Engineering, Architecture, or related field, is required.
    • Bachelor’s level degree in Project Management, Civil Engineering, Architecture, or a related field in combination with additional years of experience, is acceptable in the absence of a master’s level degree.
  2. Work Experience
    • Proven experience of 5 years (or more depending on the level of study) in the planning, design, and/or evaluation of prison infrastructure projects.
    • Extensive knowledge of norms, regulations of prison systems such as the International Minimum Rules for deprivation of liberty (Nelson Mandela rules and the Bangkok, Beijing, and Havana Rules) is required.
    • Work experience or proven knowledge of addressing the triple planetary crisis in infrastructure projects is an advantage.
  3. Key Skills
    • Ability to use G-Suite software: Google Docs, Google Slides, and Google Sheets is an advantage.
    • Ability to write technical and executive reports is an advantage.
  4. Language requirements
    • Proficient in English (spoken & written) is required.
    • Knowledge of Dutch is an important advantage.
    • Knowledge of Spanish or another UN language is an advantage.
