Safety Officer requirements

The Safety Officer is responsible for assisting management and supervision in promoting and maintaining a safe and healthy working environment.

Key duties include:

2.1 Compliance and Legal Requirements

  • Ensure compliance with the Occupational Health and Safety Act (OHS Act 85 of 1993) and all relevant Construction Regulations.
  • Maintaining of the site-specific Health and Safety Plan.
  • Conduct regular site inspections and audits to verify compliance with legal and client requirements.
  • Ensure that all legal appointments are in place and properly signed.
  • Ensure contractors and subcontractors comply with the Principal Contractor's HSE requirements.

2.2 Risk Management

  • Conduct and review baseline, issue-based, and continuous risk assessments.
  • Ensure that safe work procedures (SWPs) and method statements are developed and followed.
  • Identify potential hazards and recommend corrective actions to eliminate or minimize risks.

2.3 Training and Awareness

  • Conduct HSE induction training for all employees and visitors entering the site.
  • Arrange and monitor job-specific and refresher training (e.g. working at heights, fire fighting, first aid).
  • Promote safety awareness through toolbox talks, safety campaigns, and signage.

2.4 Incident and Accident Management

  • Report, record, and investigate all incidents, near misses, and injuries.
  • Compile incident investigation reports and implement corrective and preventive actions.
  • Maintain an updated Incident Register and ensure lessons learned are communicated.

2.5 Inspections and Audits

  • Conduct daily site safety inspections and submit reports to the Site Manager.
  • Participate in internal and external audits by the Principal Contractor or Client.
  • Ensure corrective actions from inspections and audits are closed out promptly.

2.6 Emergency Preparedness

  • Maintain the site Emergency Response Plan.
  • Conduct regular emergency drills (e.g. fire, evacuation, medical).
  • Ensure that emergency equipment (fire extinguishers, first aid kits) is inspected and serviceable.

2.7 Health and Environmental Responsibilities

  • Monitor occupational health aspects such as noise, dust, heat stress, and ergonomics.
  • Ensure employees undergo medical surveillance as required.
  • Promote environmental protection, waste management, and pollution control.

2.8 Reporting and Documentation

  • Maintain all HSE records, including:

o Daily site inspection checklists

o Toolbox talk records

o Training registers

o Risk assessments and method statements

o Incident investigation reports

  • Compile and submit weekly and monthly HSE reports to management and the client.

2.9 Communication

  • Liaise with the Principal Contractor's Safety Officer, Site Supervisor, and management team.
  • Attend coordination, HSE, and progress meetings as required.
  • Facilitate communication between workers and management on health and safety matters.

Safety

  • Facilitate hygiene audits (external provider), every 2 years
  • Oversee First Aiders and ensure stock levels are maintained, ensure stock levels for refilling first aid room, and boxes are maintained
  • Ensure First Aider training room is conducted and when required liaise with HR to ensure refresher training when required or new training as and when First Aiders leave and are replaced

Environmental

l Ensure compliance with relevant environmental requirements that are relevant to company operations, aligned to the ISO 14001 standard

  • Assist with legal matters pertaining to the environment
  • Ensure environmental sustainability
  • Advise on matters pertaining to NEMA and related environmental legislation, regulations and by-laws
  • When carrying out inspections and internal audits include environmental aspects

General

  • Assist with the develop of internal training material- such as company induction
  • Conduct induction sessions with all new employees of the company
  • Conduct induction sessions with all existing staff annually (refresher training)
  • Manage performance and development of SHE Representatives
  • Manage and consolidate all safety statistics monthly
