Job Description
- Supervise, oversee and participate in supervisory practices.
- Contribute towards maintaining a financially sound and stable insurance sector and the overall financial services sector.
- Contribute towards the development of processes and procedures for the effective implementation of the Insurance Act 18 of 2017 and the prudential standards.
- Assess compliance with prudential regulations and applicable financial soundness standards.
- Install a risk-based, pre-emptive, outcomes-based and integrated supervisory framework.
- Review and evaluate the adequacy and appropriateness of the own risk and solvency assessment (ORSA) submissions of each insurer for their specific risk profile.
- Refine the supervisory approach by introducing prudential supervisory best practice.
- Identify cross-sectoral risks and devise appropriate measures to contain them.
- Deploy effective supervisory tools for monitoring insurers exposure to the above risks.
- Ensure the sufficiency and appropriateness of the capital and solvency requirements of the assigned insurance entities with respect to all prudential risks.
- Ensure that insurers risk management practices and governance structures are adequate and appropriate.
- Analyse and interpret risk-based regulatory returns.
- Provide guidance and direction to subordinates, including the setting of performance standards and monitoring performance.
- Contribute meaningfully to prudential regulation matters relating to insurance groups.
- Contribute towards the attainment of departmental strategic objectives.
- Mentor, train and motivate staff towards the attainment of departmental goals.
- Manage the attainment of operational objectives.
JOB REQUIREMENTS
- A postgraduate qualification (NQF 8) in Accounting, Actuarial Science, Commerce, Economics, Finance, Law or Risk Management, or any other relevant field of study.
- At least 10 years experience in the financial services sector, preferably in a prudential regulatory environment; and
- At least 2 years experience in managing/supervising subordinates.

The main purpose of this position is to provide strategic direction and managerial leadership to the Banking Supervision Division and ensure the financial soundness and sound governance of banking entities under the division’s supervision.
Detailed description
The successful candidate will be responsible for the following key performance areas:
- Promote the safety and soundness of banking entities under the division’s supervision.
- Provide strategic direction in the development, implementation, and monitoring of the
- Divisional strategy in accordance with the overall Prudential Authority (PA) strategy and
- Ensure alignment with the departmental strategy.
- Contribute to the development and continuous refinement of the supervisory approach for banking entities under the division’s supervision, considering the current, emerging, systemic, and supervised entity-specific risks.
- Manage the supervisory oversight of the banking entities under the division’s supervision,
- Including, but not limited to:
- Leading and managing the day-to-day supervision of banking entities and direct the consistent application of appropriate supervisory practices, protocols, tools, and procedures to all the banking entities and banking groups (where relevant) allocated to the division.
- Identifying, assessing, and escalating key risks and react to key indicators of risks within the department.
- Overseeing the maintenance of permanent records and correspondence of banking entities and banking groups allocated to the division; and
- Endeavouring to uphold an updated risk rating of the banking entities and banking groups.
- Monitor compliance by banking entities and banking groups to the applicable regulatory.

- Manage the operationalisation and implementation of decision-making frameworks,
- Protocols and procedures.

Job requirements
- To be considered for this position, candidates must be in possession of:
- A minimum of a post-graduate qualification in Accounting, Banking, Economics, or any other relevant field; and
- A minimum of 10–12 years’ experience in the banking sector, regulatory environment, or financial auditing, with at least five years in a managerial role.

Job Description
Purpose of the Job:
To assist with the management of the department and to help develop and maintain an appropriate conduct of business supervisory framework for the insurance industry. The person appointed to this position will report to the Departmental Head.
Key Performance Areas:
•Assist with managing the operations of the Insurers Supervision Department;
•Assist with the development, implementation and maintenance of a risk-based conduct of business supervisory framework for insurers;
•Assist in promoting the fair treatment of policyholders by insurers;
•Oversee market conduct on-site compliance inspections where applicable based on policy and the risk-based supervision approach;
•Provide inputs on projects identified in the Department;
•Participate in the development and implementation of the FSCA’s digital transformation initiatives, including the Integrated Regulatory Solution (IRS).
•Assist the Departmental Head by recommending and implementing changes to the regulatory framework and policy within the FSCA;
•Engage with industry stakeholders on various conducts of business supervisory matters;
•Engage with senior management within the FSCA on operational and strategic matters as and when required;
•Engage with management of insurers on complex matters as and when required;
•Engage with stakeholders on international level; and
•Manage the human resources of the team effectively and efficiently (train, develop, monitor, lead and assess performance of staff).
Other Key Competencies:
The candidates must demonstrate the following skills: The ability to work independently, but also be a team player, to function well under pressure, show a high level of professional judgement, the ability to use the applicable legislation and other relevant sources to analyse problems of a technical nature. The ability to gather information and to analyse same, be able to interact effectively with all internal and external stakeholders, especially stakeholders at a senior level. To organise, lead and motivate a team in order to meet individual, team, Departmental, and organisational goals, have good communication skills, both verbal and written, have good interpersonal skills and conceptual skills, be computer literate. Have strong research and report writing ability, have strong data analysis skills, leadership competencies and strong strategic thinking abilities.

A Bachelor’s degree in Law, or a Business or Accounting qualification, with at least 5 - 7 years’ experience in the financial services industry. Excellent knowledge and understanding of the financial services industry and in particular the insurance industry is required. Experience in managing people and a certification in compliance risk management will be advantageous.
