African Risk Capacity (ARC) is a Specialised Agency of the African Union. The ARC Agency leads the ARC Group, a development finance institution that provides financial tools and infrastructure to help countries manage natural disaster risk and adapt to climate change.

ARC launched its initial risk insurance product for Member States through its financial affiliate ARC Limited (ARC Ltd). ARC Ltd is a specialist hybrid mutual insurance company and Africa's first ever disaster insurance pool aggregating risk by issuing insurance policies to participating governments and transferring it to the international market.

ARC uses the satellite weather surveillance software Africa RiskView to estimate the impact of drought on vulnerable populations and the response costs required to assist them before a season begins and as it progresses, so that index-based insurance payouts based on Africa RiskView are triggered at or before harvest time if the rains are poor.

Accountabilities / Responsibilities:

Africa RiskView (ARV) is the core technical engine of the ARC programme used to underpin ARC Ltd insurance contracts. An experienced quantitative developer and software engineer will provide critical technical support to the development of ARV.

Working in close coordination with the other members of the ARV Development Team and the ARC Technical and R&D Teams, the consultant will have the following responsibilities:

  1. Leading the timely production of the annual ARV Drought Calculation Engine and input data for ARC Ltd.
  2. Support integration of tropical cyclones and flood components into ARV platform.
  3. Testing and crosschecking new releases to ensure accuracy and consistency of calculations.
  4. Contributing to the further design and development of ARV Desktop.
  5. Ensuring all products are robust, secure, and work efficiently.
  6. Organizing and implementing localization of the software and its products.
  7. Providing support and guidance to collaborations with technical partners.
  8. Performing other tasks as directed by the Director of Research & Development.

Deliverables at the End of the Contract:

The output of this work will be fully documented code satisfying the requirements outlined in Responsibilities above.

Qualifications & Experience Required:

Requirement Overview

To conduct audits in an effective and efficient manner in accordance with PFMA and MFMA timelines, ISA standards and AGSA policies and procedures.

Roles & Responsibilities

Product:

- Conduct audits in terms of the three audit phases:

  • Planning
  • Execution
  • Audit conclusion

- Plan the audit in terms of:

  • Participate in defining the objectives of the audit
  • Participate in defining the scope of the audit
  • Assessing the risks from source documentation
  • Compiling the audit plan
  • Conducting a walk through process with the relevant role players

- Conduct the field work in accordance with policies and procedures

- Execute tests to determine:

  • Compliance to policies, procedures, standards and specifications
  • Adequacy on goals
  • Reliability of information
  • Efficiency and effectiveness of operations
  • Safeguarding of assets

- Generate the audit findings

- Submit the findings to Line Manager for input and review and effect the necessary amendments as indicated

- Communicate to Line Manager and Senior Manager on progress or obstacles during the audit

- Participate in a meeting, where appropriate, to discuss:

  • Accepted recommendations to be implemented and timelines applicable
  • Rejected recommendations and internal actions to be implemented
  • Target dates for implementation and review

- Conduct the audit in accordance with internal processes, policies and procedures

- Conduct the audit within the allocated time frame

- Promote and manage sound internal controls within the Business Unit

HR Admin

- Continually improve own competence through personal development as per Personal Development Plan (PDP):

  • Participate in learning and development programmes
  • Participate on programmes for purposes of Continuous Professional Development (CPD)
  • Keep up to date with the latest developments at the AGSA

- Participate in transformational initiatives encompassing change, organisational culture, CSI, diversity etc

Financial Management

- Support the Manager in the delivery of high quality, accurate and cost effective audits

- Manage projects efficiently and effectively in terms of time, cost and quality

- Provide input into the planning of audits under her/his control:

  • Budget requirements
  • Organisational reporting

- Adhere to budget allocations for the bookings of hours and expenses

- Obtain approval from Line Manager for any expenses not budgeted for

- Achieve own recoverability target

Ad-hoc duties

  • Perform and/or manage other projects, tasks and assignments not stipulated on the Job description as and when required

Skills, Experience & Education

Formal Education

  • B Degree in Auditing, Computer Science or Informatics

Knowledge

  • In-depth knowledge of Auditing
  • In-depth knowledge and skills in Informatics
  • Knowledge of emerging technologies and risks associated with them

Experience

  • Minimum 3 years Information Systems Auditing experience
  • Experience on ERP environments, (i.e. SAP, Oracle, JD Edwards and PeopleSoft) cyber security and CAATs/Data analytics will be of an added advantage
