The Data Governance and Management Lead is responsible for the delivery management of the Data Quality Management, Data Stewardship and Data Governance services and teams. The Lead ensures that internal, enterprise data is of a high quality through engagement with LoS data owners and stewards, accurate maintenance of key data sets, and meeting data quality metrics. The Lead also supports the Data Lead with the development and implementation of Africa-wide data policies and processes to ensure that enterprise data is properly managed in accordance with firm and regulatory standards.

Key Responsibilities:

1. Data Governance:

  • Define and implement data governance frameworks
  • Define and implement a data maturity programme that ensures that the Africa firm meets the network standards requirements as outlined in applicable local and global policies.

2. Data Stewardship:

  • Establish and drive data stewardship networks, forums and community of practices
  • Manage enterprise data governance and stewardship service offering.
  • Ensure that the data quality of Africa data domains is measured and improved according to business-driven critical metrics.
  • Ensure that LoS data stewards and SMEs are supported by the Data Team through collaboration and driving initiatives to improve data management and quality.
  • Design and implement Africa wide data stewardship engagement model.

3. Data Quality Management:

  • Design and Implement Data Quality Framework
  • Socialise the Data Quality Framework with the Data Stewards, track firm operationalisation of this framework and give updates to the applicable data forum
  • Work with business to design processes, systems and automations for the effect management of data.
  • Manage the Africa data quality team responsible for capturing data and ensuring the quality thereof within the applicable data systems.
  • Ensure that Africa data capturing processes adhere to the network requirements for the applicable domain data management requirements.
  • Manage delivery service of the teams that report to you.

4. Data Literacy

  • Design and deliver the data culture change programme for PwC Africa.
  • Work with applicable departments to design change and literacy content for each data role and persona.
  • Ensure new data policies, frameworks, standards, and guides are socialised for implementation
  • Assist with the content and management of the AfricaTech Hub as a source of data information for staff.

5. Operational Management

  • Staff performance management and skills development.
  • Development and monitoring of Standard Operating Procedures.
  • Development and monitoring of Service Level Agreements.
  • Delivery pipeline responsibility.
  • Ensure that ongoing audit compliance requirements are met, and evidence is available.
  • Data Governance and Management services budget input and cost management.
  • Identify opportunities to enhance data quality processes, tools, and techniques, leveraging innovative approaches to improve overall data governance management strategies.
  • Contribute to ongoing assessments of the effectiveness of data quality practices, proposing adjustments based on industry trends and organizational needs.
  • Drive the optimisation and automation of redundant and obsolete processes
  • Master and champion the use of AI tools in the delivery of Data Governance and Quality processes.

Qualifications and Skills:

Education:

  • Any Bachelor Degree or equivalent relevant work experience.
  • Certifications in data governance (e.g., DAMA Certified Data Management Professional) would be advantageous.
  • Experience: Minimum of 8 – 10 years of experience in data governance, data quality management, or related roles within a complex organizational environment.

Technical Skills:

  • Management of enterprise data quality and integrity through ensuring data accuracy, consistency, and reliability.
  • Familiarity with laws and regulations like GDPR and POPIA to help ensure data regulatory compliance.
  • Ability to align data governance and management initiatives with business goals and develop comprehensive data governance strategies.
  • Ability to identify and put in place mitigations to deal with data-related risks.
  • Implementing data governance programs and ensuring they meet organizational objectives.
  • Effective at communicating data policies and standards across the firm.
  • Extensive experience in data management frameworks and practices.

Overview

The role sits within the Enterprise Data Management Team, reporting into the Head of Data Strategy, Governance and Analytics who is Dublin based. Positions can be hybrid or remote.

Key Responsibilities
  • Define and implement a scalable, company-wide data quality framework, aligning with data governance and business priorities.
  • Establish KPIs and measurement standards to track data accuracy, completeness, and consistency across critical data assets.
  • Work closely with data owners, stewards, engineering teams, and business leaders to embed data quality processes in enterprise data management practices.
  • Partner with IT and analytics teams to integrate data quality validation checks, anomaly detection, and remediation workflows in BI and analytics platforms (e.g., Power BI, Salesforce Analytics).
  • Lead efforts to increase data quality literacy, ensuring stakeholders understand the business impact of poor data quality and their role in maintaining high standards.
  • Conduct hands-on data analysis, profiling, and validation to assess and improve data quality when needed.
  • Align data quality initiatives with regulatory requirements, internal compliance policies, and industry best practices.
  • Identify patterns in data issues, perform root cause analysis, and drive corrective actions to prevent recurring data quality problems.
  • Evaluate and recommend data quality tools, working with IT teams to integrate automation and AI-driven data quality solutions.
  • Deliver clear insights on data quality health through dashboards, reports, and executive briefings.
Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • 5+ years of experience in business analysis, with a focus on data-driven environments.
  • Proven experience in data quality management, data governance, or data strategy roles in enterprise environments.
  • Experience in designing and developing BI solutions, including data modelling, reports, and dashboards using Power BI or other reporting platforms.
  • Strong knowledge of data quality frameworks, methodologies, and best practices (e.g., data profiling, DQ dimensions, root cause analysis).
  • Experience implementing data quality tools and technologies (e.g., data catalog solutions, data observability platforms, SQL-based data validation).
  • Proficient in SQL with experience querying and manipulating data within a data warehouse environment to identify, analyze, and resolve data quality issues independently.
  • Familiarity with data governance models and experience working within governance programs.
  • Solid understanding of data management principles, metadata management, and data lineage tracking.
  • Ability to work at both a strategic and operational level, balancing high-level planning with hands-on execution.
  • Strong ability to engage and influence stakeholders at all levels, including C-suite executives, business leaders, and technical teams.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data issues and drive strategic resolutions.
  • Experience in regulated industries (e.g., finance, technology, SaaS) is a plus.

To provide technical assistance and direct support to the DoH data systems to ensure adherence to high data quality standards at all levels of the District Health System. This position will support the DoH to specifically review and verify data recorded across the various sources to enable quality reporting for improved programme planning. The candidate will capacitate DoH and RtC-ANGLO personnel in data quality to strengthen the data management systems and processes of the department. The role is to coordinate all data related reporting activities in the district to and conduct facility assessments as guided by RtC–ANGLO to identify support needs as required to ensure data is of good quality.

Requirements

Required Minimum Qualifications and Experience

  • Bachelor's Degree or qualification in data management related field OR post-graduate qualification in data analytics and monitoring and evaluation
  • Background in research and/or other data related field
  • Capacity building and experience conducting monitoring and evaluation experience for various stakeholders
  • Three years’ experience in data quality assurance
  • Post-matric diploma in computer literacy including MS Excel, OR equivalent experience would be advantageous.
  • Knowledge of HIV/AIDS, STI and TB Program
  • Proficiency in English
  • Driver’s license

Desirable Qualifications And Experience

  • 3 years’ experience in managing HIV/AIDS, STI and TB-related data, including data verification, quality assurance and reporting

Duration: Immediate until 28th of February 2025 Reporting to: M&E Officer Organisational Background Centre for Community Impact (CCI) is a non-profit South African organisation based in Pretoria. We aim to be a centre of excellence in strategic health and development communication programs that are centred around meaningful Community Engagement. Position Summary Responsible for routine data capturing, data collection, collation, and validation including data quality audits and verifications. Primary Responsibilities Data capturing using agreed-upon systems and tools. Monitoring and reviewing data that is collected and captured by interventionists and data capturers and checking for completion and accuracy. Have one session with each person who completes forms wrongly and mentors them, complete mentorship forms for records. Address the root cause of data inconsistencies and recommend improvements, and how to resolve the inconsistencies working hand in hand with the M&E Manager. Undertake internal Routine Data Quality Assessments (RDQA) in safe spaces and ensure that findings are shared with the M&E Officer. Coordinate and support on-site data verification (OSDV) visits. Ensure timely submission of data as per standard operating procedures. Provide ongoing capacity building to data capturers and staff members on M&E and data. Support M&E officer in monitoring and reporting of different indicator data. Assist in designing and providing training on M&E. Maintain records of program and project data, lessons learned, and best practices. Perform other duties as assigned by the M&E Officer and M&E Manager. Minimum Requirements Bachelor & Post Graduate Degree in Development or Gender Studies. Experience in working on Human Rights/Sexual Reproductive Health/TB and HIV/AIDS in the NGO or government sector. Minimum of 3 years working experience in a similar role. Knowledge and exposure to a range of human rights issues including barriers to accessing legal and health services in Global Fund-supported districts. Assist the data team during monitoring and verification visits. Coordinate and facilitate the distribution of dignity packs to AGYW in need. Attend to program meetings as required. Assist in other related responsibilities as assigned by the line manager. Certificate in Social Auxiliary Work. At least 1-3 years’ experience in facilitating group work and working with communities. Registration with the South African Council for Social Services Profession (SACSSP). Experience working with Youth. This position will support the Do H to specifically review and verify data recorded across the various sources to enable quality reporting for improved programme planning. The candidate will capacitate Do H and Rt C-ANGLO personnel in data quality to strengthen the data management systems and processes of the department.
