Core Description
Accountable to facilitate the execution of Enterprise Risk Management processes and infrastructure as a key enabler to achieving objectives of the Telkom Group. The key focus is to identify external and internal risks, evaluate likely effect of these risks, introduce control measures, monitor and evaluate success of these measures. This also include integrating ERM processes within strategy setting of the Group and its subsidiaries where appropriate.
Job Responsibilities
- Implement Enterprise Risk Management Strategy
- Implement and maintain a strategically focused and effective ERM system and process
- Support establishment of a framework for risk management, which involves identifying particular events or circumstances relevant to the organisation's objectives (risks & opportunities), assessing them in
- Create and maintain a conducive legislative environment aligned with relevant legal requirements and acts to ensure implementation of internal controls for compliance purposes
- Ensure that proper insurance coverage of the organisation is in place
- Operational Quality Assurance - verifies operational output is within tolerances
- Apply a risk based approach to financial reporting
- Create and document unified business continuity and disaster recovery strategies, plans, processes and procedures
- Build Strategic Relationships with Relevant Stakeholders
- Establish and maintain productive relationships with key role players and stakeholders within the Telkom Group structure
- Establish and maintain strategic relations with external stakeholders
- Ensure clear, concise and timeouts communication
- Maintain an effective joint liaison with management
- Negotiate and influence at the highest levels of the organisation
- Risk Management - Plan, design and implement an overall risk management process for the organisation by developing operational models
- Risk Assessment which involves managing the process of analysing upside and downside risks as well as identifying, describing and estimating the quantitative and qualitative risks affecting the business
- Risk evaluation which involves comparing estimated risks with risk criteria established by organisation such as costs, legal requirements and environmental factors
- Risk reporting in an appropriate way for different audiences
- Risk treatment by selecting and implementing measures to control and mitigate risks including activities to avoid risks, transfer risks and finance risks
- Monitor and review processes to ensure risk and compliance arrangements are in place
- Provide support, educate and train staff
- Provide an independent view regarding proposed business plans and transactions
- Risk reporting to the board of directors regarding most significant risks
- Risk reporting to business heads to ensure they are aware of risks relevant to their parts of the business

As a Risk Management Specialist, you’ll be supporting and be responsible for assisting with the administration of the enterprise risk management system and associated responsibilities for us to stay ahead of the game.
What You’ll Be Doing
As part of your role, your responsibilities will include:
Enterprise Risk Management (ERM) System Maintenance
The role oversees and maintains the ERM framework to effectively identify, assess, monitor and report risks across the organization. The Risk Management Specialist ensures that risk management processes are integrated into strategic planning and daily operations. Regular updates to risk management policies and procedures are conducted to reflect changes in the regulatory environment and industry’s best practices.
System Administration And User Support
They serve as the system administrator for the Risk Management System (RMS), ensuring the live system and training environment are consistently maintained. The Risk Management Specialist provides first-level support to users on the RMS (example, Riskonnect, Onetrust), troubleshooting system issues and managing user access and permissions. The role requires working with the RMS supplier to resolve technical problems, implement system enhancements and manage updates.
To ensure that risks and incidents are reviewed according to the organisation’s Risk Methodology and Framework, the system automation needs to be monitored.
Training And Development
The Risk Management Specialist is responsible for designing and delivering risk-related training on the RMS to ensure all users are proficient in its use. This includes the development and maintenance of training materials ensuring that users are kept up to date with system enhancements. Providing basic governance and risk advice to all staff and managers, helping them understand the organisation’s risk management policies and practices is a key part of the role, creating a risk-aware culture among employees.
Data Quality
The Risk Management Specialist role involves regular review and analysis of information held on the RMS to ensure data accuracy and quality and collaborates with business units to improve the quality of risk and control data.
Ensuring alignment with internal frameworks by analysing risk information and control data and ensuring reporting alignment across the different entities. Assisting the audit function in the administration and documentation of self-certifications.
Reporting
Prepare insight reports for the Board of Directors and Risk committee on a periodic basis, identify and present key risks, facilitate Risk-focused discussions.
Regulatory Alerts And Compliance Support
Assisting in the distribution and tracking of regulatory alerts to ensure compliance across the organization.
The Risk Management Specialist offers support to the wider compliance team in analysing risk control information to identify potential areas of concern, including managing documentation, electronic filing systems, and team procedures.
Stakeholder Engagement
The Risk Management Specialist works closely with stakeholders to identify system enhancements and manage change requests. They manage stakeholders and users to meet deadlines and deliver on risk management objectives.
Continuous Improvement
Continuously seek ways to improve administrative processes for risk management training, compliance tracking, and risk reporting. Support the organisation in developing and refining risk management processes in line with industry best practices.

CONTEXT
The Security Risk Management Unit (SRMU) is based within the Operations Department of MSF Belgium (OCB – Operational Centre Brussels). Our unit aims to strengthen MSF OCB’s skills and experience in security and crisis management, in particular, the adjustment of mindset, decision-making and tools in response to the volatility of a security context.
As Security Risk Management (SRM) Mobile Implementation Officer (MIO) , you contribute to the security and safety support of MSF-OCB projects in terms of training, assessment, and advice.
MAIN RESPONSIBILITIES
Capacity Building and Training
- Conduct SRM trainings at the headquarter and projects level for logistics teams, Field Coordinators, and Heads of Mission (HoMs).
- Identify needs for new trainings.
- Design and elaborate the training’s offer in the risk management area of expertise.
Security assessment, Risk Analysis & Risk reduction
- Conduct SRM assessments and contribute to the Risk Analysis and Risk Reduction process for the benefit of the projects.
- Design and elaborate operational tools concerning SRM for MSF-OCB projects.
- Engage in SRMU operational research projects.
Security support to our projects
- Provide operational support for the design and implementation of SRM procedures in MSF countries of intervention.
- Promote an embedded SRM culture among MSF-OCB projects.
- Provide SRM “Individualized support” to identified HoMs, Field Coordinators, or Logistic Coordinators.
Crisis Management Preparation
- Reinforce Field Incident Management Team (FIMT) capacity at project level through trainings and E-learning modules.
- Assist in the preparation of the Central Incident Management Team (CIMT).
- Collaborate with SFP at MSF Partner Section CIMT trainings and/or Regional OCB Hub.
Administration and support
- Support the SFP on request.
- Assist in the daily administration of the MSF-OCB incident reporting system.
- Conduct research in the SRM area of interest.
REQUIREMENTS
Education & Experience
- Humanitarian experience with an IO/INGO is mandatory.
- 5 years’ international experience with an IO/ INGO.
- 2 years in a volatile context, preferably in an operations position.
- Experience in security risk management with MSF or other IO/ INGO is mandatory.
- 2 years’ experience in a coordination position (Field Coordinator, Head of Mission, Emergency Coordinator) with MSF or other IO/ INGO.
- Experience in coaching and training of staff is an asset.
- Experience in crisis management is an asset.
Competencies
- Capacity to work under pressure.
- Resistance.
- Knowledge of INGO security management mechanisms.
- Knowledge of MSF OCB security management approaches is a plus.
- Written and oral communication skills.

CONDITIONS
- Starting date: June 2024.
- Homebased, but mainly carried out in our projects.
- Up to 70% mobility in our projects (3 to 4 visits of 2 to 3 weeks per year) and in Brussels HQ (3 visits of 1 to 3 weeks per year).
- Type: Fixed-term contract – Full time.
- Length of contract: 12 months (extendable).
- Salary according to MSF field salary grid.
The contractual terms, conditions, and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids; in agreement with the MSF contracting office in charge based on the residence of the candidate.

CONTEXT
The Security Risk Management Unit (SRMU) is based within the Operations Department of MSF Belgium (OCB – Operational Centre Brussels). Our unit aims to strengthen MSF OCB’s skills and experience in security and crisis management, in particular, the adjustment of mindset, decision-making and tools in response to the volatility of a security context.
As Security Risk Management (SRM) Mobile Implementation Officer (MIO) , you contribute to the security and safety support of MSF-OCB projects in terms of training, assessment, and advice.
MAIN RESPONSIBILITIES
Capacity Building and Training
- Conduct SRM trainings at the headquarter and projects level for logistics teams, Field Coordinators, and Heads of Mission (HoMs).
- Identify needs for new trainings.
- Design and elaborate the training’s offer in the risk management area of expertise.
Security assessment, Risk Analysis & Risk reduction
- Conduct SRM assessments and contribute to the Risk Analysis and Risk Reduction process for the benefit of the projects.
- Design and elaborate operational tools concerning SRM for MSF-OCB projects.
- Engage in SRMU operational research projects.
Security support to our projects
- Provide operational support for the design and implementation of SRM procedures in MSF countries of intervention.
- Promote an embedded SRM culture among MSF-OCB projects.
- Provide SRM “Individualized support” to identified HoMs, Field Coordinators, or Logistic Coordinators.
Crisis Management Preparation
- Reinforce Field Incident Management Team (FIMT) capacity at project level through trainings and E-learning modules.
- Assist in the preparation of the Central Incident Management Team (CIMT).
- Collaborate with SFP at MSF Partner Section CIMT trainings and/or Regional OCB Hub.
Administration and support
- Support the SFP on request.
- Assist in the daily administration of the MSF-OCB incident reporting system.
- Conduct research in the SRM area of interest.
REQUIREMENTS
Education & Experience
- Humanitarian experience with an IO/INGO is mandatory.
- 5 years’ international experience with an IO/ INGO.
- 2 years in a volatile context, preferably in an operations position.
- Experience in security risk management with MSF or other IO/ INGO is mandatory.
- 2 years’ experience in a coordination position (Field Coordinator, Head of Mission, Emergency Coordinator) with MSF or other IO/ INGO.
- Experience in coaching and training of staff is an asset.
- Experience in crisis management is an asset.
Competencies
- Capacity to work under pressure.

- Knowledge of INGO security management mechanisms.
- Knowledge of MSF OCB security management approaches is a plus.
- Written and oral communication skills.
- Ability to set priorities and organize work effectively.

Other
An important availability is required to answer requests for support that can happen during working days, nights, or weekends. In case of a Crisis Cell at OCB, the RMU is highly impacted requiring important flexibility. Willingness and capacity to travel on short notice to any context, sometimes under difficult conditions, is expected.
CONDITIONS
- Starting date: June 2024.
- Homebased, but mainly carried out in our projects.
- Up to 70% mobility in our projects (3 to 4 visits of 2 to 3 weeks per year) and in Brussels HQ (3 visits of 1 to 3 weeks per year).
- Type: Fixed-term contract – Full time.
- Length of contract: 12 months (extendable).
- Salary according to MSF field salary grid.
The contractual terms, conditions, and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids; in agreement with the MSF contracting office in charge based on the residence of the candidate.
