Duties :

  • Customise the CDW national Policy Framework to an Implementation Plan for (CDWP). Manage the establishment of Provincial and District Forums for co-ordination and implementation of CDWP. Provide functional linkages between the national offices (DCOG & DPSA) and the Provincial stakeholders in all aspects of CDWP within Gauteng. Manage all developmental aspects of the CDWP in accordance with the policy framework and standard guidelines. Provide guidance and advisory services to Municipalities for the implementation of CDWP within Gauteng. Manage processes for identification of potential operational risks and obstacles to develop appropriate solutions and proactively report deviations, trends, and problem areas to the CDW National Coordinators Forum (NCF). Ensure analyses of consolidated provincial reports and provide recommendations thereon. Manage, monitor, and evaluate the functioning of CDW programme in the province. Manage the broad recruitment standards and implementation framework for the CDW programme. Procure necessary human, financial, equipment and other resources. Establish and maintain appropriate control mechanism. Ensure principles of CDWP in Gauteng and policies are implemented within a structure framework by both spheres of government and other relevant local governance structures. Facilitate implementation of partnership framework within local government to effect systematic operation of the CDW programmes. Ensure increasing response to community needs and effective implementation of development initiatives emanated from CDW operations. Manage the development of a memorandum of understanding between stakeholders (municipalities, government departments and local governance structures) and the DCOG. Manage the implementation of the CDWP in line with National, Provincial and Local Government access strategies. Ensure effective linkage of citizens to government programmes, projects, and services. Manage the alignment of the CDWP with other government programmes i.e. Public Participation, LED and GCIS. Manage the implementation of the CDW Information Management System. Manage the provision of support to mobile platforms for CDW’s. Manage the process of the provision of CDW resources in close proximity to community clustering areas. Develop realistic and cost-effective operational deliverables and milestones to meet deadlines. Manage the compilation and the implementation of strategic business plan and operational plans. Manage HR related matters and budget.

JOb Purpose

Manage and implement community engagement activities for the Kuyakhanya project, coordinate community outreach efforts, build partnerships with local organizations, and foster relationships with community members across all Kuyakhanya districts in KwaZulu-Natal (KZN).

Responsibilities

  • Deliver and track community outreach and mobilization efforts, ensuring alignment with project objectives.
  • Monitor and evaluate the effectiveness of community engagement strategies and propose improvements
  • Support the CE Lead in preparing reports, impact summaries, and documentation for stakeholders.
  • Coordinate and support field teams in managing local activities and stakeholder relationships.
  • Build and maintain partnerships with local organizations and stakeholders to strengthen community engagement initiatives at district sites.
  • Contribute to the development and implementation of community engagement strategies under the guidance of the CE Lead.
  • Collect, analyze, and interpret feedback from outreach activities to inform project planning.
  • Troubleshoot and provide technical support to the field staff implementing activities.
  • Coordinate administrative tasks for the CE unit, ensuring efficient use of resources.
  • Organize and facilitate weekly planning and review sessions with field teams to ensure effective execution of tasks and priorities

Required Knowledge, Skills & Abilities (ksa)

Required Qualification

  • Bachelor’s degree (NQF Level 7) in Community Development, Development Studies, Social Sciences, or related field.

Required Experience

  • 2–3 years’ relevant experience in the NGO sector, preferably in community engagement.
  • Knowledge of community engagement approaches, tools, and best practices.
  • Proven ability to build and sustain relationships with community-based organisations.
  • Valid, unendorsed driver’s licence with at least 2 years’ driving experience; willingness to travel extensively.

Key Responsibilities

Strategic Development

  • Co- determine faculty strategy and joint accountability for the implementation thereof.
  • Jointly accountable for the successful implementation of the NWU Research and Innovation strategy and the NWU.
  • Teaching and Learning strategy.
  • Jointly accountable for successful implementation of the overall NWU strategy.
  • Translate the Faculty strategy into site implementation plans and operationalise.

Operational Management

  • Lead and direct day-to-day operational planning, performance and quality ensuring alignment with the faculty plan.
  • Participate in planning with Research Entities and Schools and the annual faculty calendar.

Minimum Requirements

MINIMUM REQUIREMENTS:

  • A PhD in a relevant discipline offered in the faculty (NQF level 10).

  • A minimum of five (5) years’ senior management experience.
  • Significant experience in higher education.
  • Must be an NRF-rated researcher.

It is expected that the incumbent and portfolio will provide strategic direction and managerial leadership aligned to the institutional vision, advice and support pertaining to teaching, learning, community engagement (engaged scholarship) and student learning support. The incumbent must strive to ensure that Unisa becomes a leading CODe L university that develops and provides wide-ranging, flexible and technology enhanced programmes within a strong quality assurance framework for accreditation and related matters in a South African and global context. Taking cognisance of the comprehensive nature of our institution and the changing student profile, the incumbent must develop responsive and student-centered strategies including the development of internship models to produce sought after graduates who have the attributes, discipline, knowledge, and competencies to contribute ethically and creatively to their local, continental and global contexts. The position is to further ensure a quality undergraduate experience achieved through the strategic alignment and synergies between academic colleges, curriculum development, tuition, the professional development of academic staff, tuition support and student support, and assessment in a technology enhanced CODe L environment. Inherent Criteria A full professor with a minimum of 10 years relevant management experience in Higher Education institutions with at least 5 years at an executive management level. NRF-rated or globally acclaimed scholar will be highly recommended. Knowledge of local accreditation systems is a minimum requirement and global accreditation systems is recommended. Knowledge and skills Distinguished academic with a sound-track record as a researcher and academic leader and expert knowledge of teaching and learning: Strategic leadership Academic excellence Culture / Change management Sound knowledge in Universal Design for learning and proven experience in curriculum development and transformation Proficient knowledge and insight into challenges facing higher education, specifically with regard to comprehensive open distance and e-learning (CODe L) Demonstrable commitment to and record of transformation in the academic environment Communication Collaboration and teamwork Results oriented Innovation and creativity Rules orientation Problem-solving Analytical skills Resilience Conflict management Corporate governance Project management Budgeting and Financial Management, Performance management Politically savvy Knowledge of the Department of Higher Education and Training (DHET) laws and other relevant regulations applicable to higher education institutions.
