To lead, direct and manage a multi-disciplinary team to design, implement and evaluate best fit solutions to critical municipal challenges in basic service delivery; to ensure effective representation of the Local Government Sector in IGR and other fora as the voice of Local Government; and to develop municipal capacity in delivering on the developmental mandate of municipalities.
Key focus areas include:

  • Driving the implementation of the Organisations' Energy Efficiency and Renewable Energy Strategy
  • Driving the conceptualisation and development of Technology and Innovation Projects to improve basic service delivery in municipalities, including support on the roll-out of Broadband as a 5th utility at local government level.
  • Driving water supply and sanitation management solutions to deal with the demand for water
  • Driving the development of waste management solutions

Minimum qualifications and experience:

  • Relevant Post-graduate degree. MBA will be preferred.
  • Valid Driver's Licence; extensive travel
  • At least 10 years' experience operating at a senior management level within a medium to large sized organisation; Previous management experience in a multidisciplinary unit is essential;
  • Proven track-record in successful Lobbying and Advocacy of critical issues

We are looking to fill a position for a General Manager: Infrastructure Planning & Asset Management. Who will manage the compilation of the annual capital budgets and longer term capital plans for the company as well as all planning related to the water and sanitation infrastructure including reticulation, reservoirs, pump stations and wastewater treatment works. Candidates should possess extensive experience in Infrastructure Planning.

Duties & Responsibilities
  • Prepare the departmental contributions to the company 3-year Strategic Plan and the Annual Business Plans regarding capital and 3-year medium plan.
  • Evaluate and prioritise risks and assess the options for accommodating the risks.
  • Develop departmental management plans and authorise implementation of the plans.
  • Oversee the capital budget planning, initiation of projects and keeping pace with the requirements of other sections of the company and relevant external bodies.
  • Develop, review, manage and report on infrastructure Asset Management in alignment with asset management Policy and procedural guidelines.
  • Monitor, review and approval of development applications within the City of Johannesburg.
  • Monitor, and manage conceptual scoping assignments.
  • Review the departmental organisation structure and make recommendation for possible improvements.
  • Develop systems and procedures for the management and control of the departmental performance and deliverables.
  • Control departmental expenditure by ensuring spending is appropriate and necessary for achievement of objectives.
  • Develop and implement compliance management systems. Participate in Committee’s to facilitate the review and implementation of long-term projects.
  • Establish a culture of excellence through performing and discussing the performance appraisal of department’s head and providing opportunities for departmental staff members to develop their competencies.
  • Approve the training needs of the department after the performance appraisal.
  • Manage the monitoring, forecasting, demand for water, generation and treatment of wastewater.
  • Ensure that adequate monitoring, forecasting and demand management investigations are carried out on an ongoing basis to allow for timeous augmentation of the water and sanitation infrastructure.
  • Manage infrastructure planning to ensure compliance with the City’s development plans.
  • Manage investigations into adequacy of capacity and condition of existing water and sanitation infrastructure as well as requirements for future developments.
  • Manage the preparation of the annual capital budget and longer-term financial plans for the company.
  • Manage the preparation and maintenance of the Water Services Development Plan.
  • Manage resources to ensure effective and efficient strategic planning. Set and report on performance monitoring indicators on a monthly basis.
  • Ensure alignment of asset management practices to local government, national treasury and international guidelines and best practice.
  • Manage wayleave application and building plan submission and approval.
  • Evaluate and approve township development applications.
  • Approval of engineering scheme reports and construction drawings.
  • Manage the development and access to GIS applications.
  • Oversee updating and maintenance of GIS systems and Asset Management systems.
Desired Experience & Qualification
  • B Tech/ Bsc Civil Engineering (NQF 7)
  • Must be registered for Pr. Eng or Pr. Tech
  • Must have 15 years post qualifications experience in Civil Engineering of which 5 years is at a Senior Management Level in the Local Government environment.
  • Experience in developing and implementing policies and procedures, strategy development, business planning, troubleshooting and problem solving.
  • Excellent knowledge of planning environment and development control processes.
  • Proven experience in effective people management and leadership.
  • Must be analytical and strategic thinker with sound judgement business acumen.
  • Service orientated, innovative, assertive and decisive.

Job Objectives:

Manage Development Planning

  • Assess the company’s strategic and spatial planning objectives in collaboration with the Urban Planning Director
  • Collectively and collaboratively implement development vision for the Waterfront
  • Analyze and review planning and related matters regarding proposed, current and past projects
  • Establish, prepare and manage planning, heritage and environmental development controls and applications
  • Align implementation of development plans with development controls and approval processes
  • Direct, coordinate and manage statutory approval processes, and liaise with local and provincial authorities
  • Manage and coordinate development objectives between company’s business units

Project Management

  • Coordinate, manage and review planning inputs and workflows for development approval processes
  • Collectively coordinate and manage internal resources and consultants, including budgets
  • Collectively manage planning approval processes with regard to active Development department projects
  • Collectively manage and maintain system of planning records, plans, reports, approvals and documents
  • Collectively manage communication of planning and related information with internal and external parties, and authorities

Monitoring Planning and Development

  • Monitor on-gong V&A planning requirements and obligations with regard to V&A development rights, e.g., Heritage Conservation Management Plan, Bulk Register
  • Monitor and review general development and spatial planning issues impacting on the V&A
  • Prepare and submit reports on a) planning applications affecting the V&A and b) development issues, policies and spatial plans
  • Monitor and review local and provincial planning legislation, policies, development plans and frameworks and potential impacts on V&A projects 

Technical Resources & Support

  • Manage, review and coordinate reports and documentation for planning and related applications
  • Brief consultants, planners and technicians for reports and applications
  • Assess and report on developments, projects and feasibility studies
  • Assist with approval of building plans
  • Review plans and maps for planning reports and applications
  • Conduct site visits and inspections

Educational Requirements: 

  • Postgraduate Urban and Regional Planning Degree (NQF level 9)
  • Certificate Course/s in Built Environment field
  • Registration with South African Council for Planners (SACPLAN) as a Professional Planner 

Knowledge Requirements:

  • Town Planning, Environmental and Heritage Legislation and Procedures
  • ‘Package of Plans’ planning approval system 
    • City of Cape Town Development Management Scheme (DMS)
    • National Building Regulations and Building Standards Act
    • Development project requirements & skill sets of built environment professionals
    • Local and Provincial Government Development Policies and Frameworks
    • Urban development and planning principles and issues, and implementation thereof
    • Reading and interpreting plans and drawings related to own and related professions
