Responsibilities:
  1. Prepare pre-course administration as per approved curricula/syllabi and QMS requirements.
  2. Draft a course Programme for each course and ensure approval thereof in accordance with the QMS.
  3. Oversee arrangements for certification and graduation of delegates as per QMS.
  4. Meet specific section, team and individual research and development objectives.
  5. Ensure familiarity with international and domestic client training and development needs.

Minimum Requirements:
  1. ATS qualification as prescribed in ATNS Company Policies.
  2. On-the-job training qualification from an approved institution.
  3. Train-the-trainer qualification from an approved institution will be an advantage.
  4. Assessor and moderator qualifications from an approved institution will be an advantage.
  5. Minimum period of two years post validation experience in an operational environment as a validated ATC.

Introduction

To lead the ongoing provision of Air Traffic Services to achieve Regional Operations targets and objectives in compliance with aviation regulations and relevant legislation. To manage and oversee the utilisation and control of the aeronautical communications, navigation and surveillance (CNS) system and infrastructure to ensure safe and orderly air traffic flow in the designated airspace. Major Activities

  1. Align daily operations with Regional Operations goals and objectives, ensuring multidisciplinary coordination across the entire Air Traffic Services Unit.
  2. Facilitate the execution of the Air Traffic Service Unit's business plan in order to support achievement of Regional Operations business targets and objectives.
  3. Collaborate with the Head of Operations in strategic and operational planning, providing insights from the ATSU Manager's perspective.
  4. Manage the ongoing provision of Air Traffic Services ensuring compliance with aviation regulations and legislation to support the achievement of Regional Operations targets and objectives.
  5. Monitor the CNS system and infrastructure on a continuous basis to ensure that it is in good working order and effectively maintained.

  9. Continuously monitor the performance of all operational activities within the Air Traffic Services Unit, using real-time data and feedback to assess and ensure consistent adherence to required standards and regulations.
  10. Identify potential areas of synergy between different units, encouraging cross-unit collaboration and knowledge sharing to enhance overall Centre performance.
  11. Regularly review operational protocols and procedures, updating them as necessary to reflect best practice and the latest regulatory guidelines.

Regulatory Compliance and Quality Assurance: Investigate reports of non-compliance with regulations and procedures, providing detailed feedback and recommendations for corrective actions to relevant parties. Participate in rating and validation examinations, highlighting any discrepancies, and ensuring the adherence to standard procedures. Continuously monitor and identify any trends or indicators of potential deterioration in safety or service levels, implementing proactive plans to maintain high standards.

Operations Management and Training: Supervise air traffic services continually, assisting with oversight in various areas of the ATSU. Lead and oversee operational training within the ATSU, recommending staff for Designated Examiner certification and ensuring high standards of proficiency and knowledge. Develop, maintain, and review the air traffic service’s Station Standing Instructions, policies, procedures, service level agreements, and procedural documents, ensuring they are up-to-date and in compliance with current regulations.

Minimum Qualifications

  • Management Development Program, which can be completed within 12 months of appointment.
  • OJTI

  • Manage and implement Aeronautical Information Management to ensure the required level of support and to enhance the provision of Air Traffic Service requirements.
  • Provide Air Traffic Service Unit inputs and participate in the review of legislation that affects the delivery of Air Traffic Services.
  • Implement and participate in projects aimed at improving the client experience at the Air Traffic Service Unit in collaboration with the stakeholders in the respective business areas.
  • Ensure communication to all affected parties is in line with the requisite quality, empathy, and timelines to deliver outstanding experiences.
  • Continuously monitor and identify any trends or other possible indicators of deterioration in safety or service levels. A pro-active plan to ensure safety and service levels is implemented and maintained.
  • Manage and oversee investigations into air traffic incidents and occurrences, recommending and implementing appropriate action.
  • Authorise the extension of normal services and services for special operations in accordance with policy and regulations, providing personnel and facilities at locations where ATS is not permanently provided and augmenting staff at permanent locations if required.
  • Ensure that aviation safety as well as all value-added measures are delivered and monitored at all times.
  • Plan and manage visits to other regional ATCC's to ensure inter-regional co-ordination and the pursuance of successful conclusions to mutual agreements.
  • Support a drive for continuous innovation and evolution of the ATNS products and services to deliver a best-in-class customer experience at all times.
  • Drive continuous improvements in the conceptualisation of ideas to attract new opportunities.
  • Identify and recommend improvements in existing processes and procedures to enhance service delivery, innovation and research.
  • Consider commercial implications in all decision-making including IP protection processes.
  • Monitor and evaluate outcomes of new products and processes to ensure continuous and improved business results in the Air Traffic Service Unit.
  • Actively contribute to building a high-performing and collaborative culture with customers being at the heart of the company’s offerings.
  • Partner with the wider business to build and foster innovation in our culture of service excellence.
  • Manage and implement a robust governance framework for the Air Traffic Service Unit.

  • Lead the Air Traffic Service Unit’s projects' overall risk assessment and issue management.
  • Ensure compliance with relevant legislation, policy and standards.
  • Consolidate input from all relevant parties to prepare strategic level reports for the head of region and other relevant stakeholders.
  • Prepare ad hoc reports as required.
  • Build, maintain and nurture mutually beneficial relationships with all relevant stakeholders.
  • Adapt Air Traffic Management service delivery as practically as possible to meet client needs and expectations.
  • Participate in industry and regulatory forums and workgroups on a local, regional, national, and international level.
  • Build and maintain effective collaborative relationships with all relevant business functions and teams within ATNS to enable the required alignment and optimal Air Traffic Management service delivery.
  • Lead development, utilisation, and management of the Air Traffic Service Centre/Unit’s budget.
  • Ensure effective leadership in the management of operational costs to enable efficient utilisation of financial resources.
  • Ensure compliance to the financial policies and procedures applicable to ATNS.
  • Ensure accountability and reporting on all costs incurred against the approved budget.
  • In conjunction with ATS Capacity Planning, ensure the availability of skilled and competent staff in the Air Traffic Service disciplines at the Centre to meet the current and future needs aligned to the operating model and overall business strategies.
  • Ensure high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives and the ATNS business strategy.
  • Co-ordinate and ensure resourcing deliverables in line with the Service Level Agreements.
  • Lead and manage the team to utilise their skills and expertise to support an integrated approach to managing the Air Traffic Service Centre/Unit.
  • Manage performance outputs of the Air Traffic Service Centre/Unit by using the performance management system and taking corrective action promptly and effectively.
  • Train, mentor and coach staff as required to ensure continuous development and availability of the required skill and talent.
  • Ensure the transfer of knowledge and skills to enable sustainability within Air Traffic Service Centre/Unit from a succession management perspective.
  • Perform talent management aligned to the HR policies and procedures.
  • Drive employee engagement and retention within the Air Traffic Service Centre/Unit function.
Minimum Qualifications
  • Air Traffic Control Qualification (Aerodrome Control or Approach Control).
  • Formal leadership (Management Development Program) and/or Business management qualification.
  • Postgraduate qualification in Business Management, Aviation Management, Operations, or any relevant field (added advantage).
  • Minimum 8 years of experience in conceptualising, designing, implementing, and managing air traffic management Operations or functions of which at least 5 years must be at Pool Manager level within a complex air traffic services / air traffic management environment.

Introduction

To lead the ongoing provision of Air Traffic Services to achieve Regional Operations targets and objectives in compliance with aviation regulations and relevant legislation. To manage and oversee the utilisation and control of the aeronautical communications, navigation and surveillance (CNS) system and infrastructure to ensure safe and orderly air traffic flow in the designated airspace. To ensure that the Air Traffic Services Unit (ATSU) provides safe, orderly, and efficient Air Traffic Services (ATS) in accordance with ICAO standards and Recommended Practices, which will meet and satisfy all reasonable requirements of the aviation community in accordance with relevant ATS policies and processes.

Major Activities

  1. Align daily operations with Regional Operations goals and objectives, ensuring multidisciplinary coordination across the entire Air Traffic Services Unit.
  2. Facilitate the execution of the Air Traffic Service Unit's business plan in order to support achievement of Regional Operations business targets and objectives.
  3. Collaborate with the Head of Operations in strategic and operational planning, providing insights from the ATSU Manager's perspective.
  4. Manage the ongoing provision of Air Traffic Services ensuring compliance with aviation regulations and legislation to support the achievement of Regional Operations targets and objectives.
  5. Monitor the CNS system and infrastructure on a continuous basis to ensure that it is in good working order and effectively maintained.
  6. Lead the development, implementation and management of the Air Traffic Services Unit business plan and ensure that governance and service management requirements, as well as the service catalogue and service level agreements are met.
  7. Manage the implementation of the aviation safety management strategy and processes.
  8. Support the delivery of the required projects/initiatives within the Air Traffic Service Unit to be on time, within budget and to the required standard.
  9. Continuously monitor the performance of all operational activities within the Air Traffic Services Unit, using real-time data and feedback to assess and ensure consistent adherence to required standards and regulations.
  10. Identify potential areas of synergy between different units, encouraging cross-unit collaboration and knowledge sharing to enhance overall Centre performance.
  11. Regularly review operational protocols and procedures, updating them as necessary to reflect best practice and the latest regulatory guidelines.

Regulatory Compliance and Quality Assurance: Investigate reports of non-compliance with regulations and procedures, providing detailed feedback and recommendations for corrective actions to relevant parties. Participate in rating and validation examinations, highlighting any discrepancies, and ensuring the adherence to standard procedures. Continuously monitor and identify any trends or indicators of potential deterioration in safety or service levels, implementing proactive plans to maintain high standards.

Operations Management and Training: Supervise air traffic services continually, assisting with oversight in various areas of the ATSU. Lead and oversee operational training within the ATSU, recommending staff for Designated Examiner certification and ensuring high standards of proficiency and knowledge. Develop, maintain, and review the air traffic service’s Station Standing Instructions, policies, procedures, service level agreements, and procedural documents, ensuring they are up-to-date and in compliance with current regulations.

  • Management Development Program, which can be completed within 12 months of appointment.
