OVERALL PURPOSE OF THE JOB
- To regulate, monitor, and enforce Cargo Security standards and ensure compliance with CARS 108.
- To promote aviation security and a culture of secure transportation of cargo by air.
Oversight activities - Inspections and audits
- Plan inspections and audits as per laid-down ISO Procedures
- Conduct oversight activities following set guidelines and submit comprehensive reports
- Evaluate risk assessment reports and make appropriate recommendations
- Conduct risk assessments and recommend mitigation measures
Administration
- Perform job-related administration tasks.
- Compile and submit management reports as required.
- Create and maintain a database of allocated clients.
- Create and maintain a database for non-compliances on the findings register.
- Handle internal and external correspondence through the Manager.
- Maintain the AVSEC Documents management system relating to Air Cargo Security in line with the records management procedures.
Enforcement and Compliance
- Conduct investigations of reported undeclared and mis-declared cargo consignments to determine compliance with Part 108 and associated regulations
- Perform follow-ups on all noted non-compliance cases investigated to ensure that appropriate corrective action, sanction or penalty is imposed.
- Compile reports of all major and severe to the Enforcement Committee.
- Provide technical expertise during incident and accidents investigations when required.
Development of Regulations
- Make recommendations regarding regulations to address identified gaps in the security system
- Participate in the process of developing and amending legal instruments related to aviation security
- Develop of technical guidance materials and promotional materials
Approvals (Part 141 in terms of SA-CATS-TS)
- Part 141 - Assess applicants' Manual of Procedure and Curriculum as per Part 108 and SA-CATS-CS.
- Cargo Security Manual - Assess Cargo Security Manual in terms of Part 108 and NASP.
Liaison and Communication
- Participate in initiatives to promote cargo security
- Act as a liaison between stakeholders and SACAA at a local level.
- Provide industry feedback to the pertinent authority and SACAA
General
- Perform any other function for Cargo Security and Dangerous Goods Department as and when required.
Minimum Qualification:
- National Diploma in Administration or relevant NQF Level 6 qualification
- Cargo Security Certificate or Aviation Security Certificate or Dangerous Goods Certificate
Ideal Qualification:
- Degree in Administration or relevant Degree
- Risk Management Certificate
Experience:
- 3 years' experience in Cargo Security or related experience
- Aviation experience would be an added advantage

Freight Forwarding Imports. Processing shipments end to end form collection to delivery.
Job Related Requirements
- Grade 12
- Minimum of 5 years experience as an end to end freight forwarder in ocean imports
- Ability to work overtime
Electives
- Knowledge of Incoterms
- Knowledge and understanding of sea freight imports and exports
- CW1 system experience
- Good Communication Skills
- Able to work with excel reports – basic to intermediate
- Forwarding and Brokerage or end to end file processing for ocean imports and exports
Duties and Responsibilties
Imports
- Arrange booking of shipments with overseas office / agent
- Registration of files and capturing of charges in CW1
- Tracking of shipments
- Following up and retrieving shipping documents after sailing from forwarder or carrier
- Following up on carrier invoices and ANF’s
- Arranging customs clearance as well as release from other government organisations where required
- Checking vendor invoices and raising queries as required.
- Delivery planning and status report updates (tracking)
- Communication with both customer and 3d parties
- Processing of invoices
- Sending document packs
- Customer site visits if required
- Completing update and milestones in CW1 including file closure
- Ensure all internal and external KPIs are met
