Formal Qualifications:

- Core Content/ATS Course
- Aeronautical Information Management Advanced and/or Geographic Information Systems Course
- Aeronautical Information Exchange Model (AIXM) Course
- Aeronautical Information Quality Management Course
- Management qualification (Management Course or Degree)
Experience
- At least 10 years' experience in Air Traffic Management operations (AIM - NOTAM/AIP/DATASETS)
- Understanding of air traffic management systems, regulations, and aeronautical information.
- Experience in aeronautical data quality, collection, analysis and methodology is required
- In-depth knowledge of ICAO documents pertaining to aeronautical information management NOTAM/AIP/DATASETS)
- Understanding of geodatabase concepts, features, and management techniques
- Experience in standards and regulations for the collection, storage, and use of digital datasets (Aerodrome Mapping, Flight Procedure, Obstacle and Terrain, AIP)
- Experience in defining requirements/specifications for aeronautical data and information
- Operational experience and knowledge of co-ordinate systems, aeronautical data and information, including:
- NOTAM Issuing
- Maps/Charts, co-ordinate and map projections
- Aeronautical Information Exchange Model (AIXM)
- Aeronautical Radio, Incorporated (ARINC 424)
- Datasets (Aerodrome Mapping, Flight Procedure, Obstacle and Terrain, AIP)
- Geographic Information Systems (GIS)
- Aeronautical Data Quality (ADQ)
- Quality Management Systems for Aeronautical Information Management (AIM)
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint) and other productivity tools

PURPOSE OF THE JOB
To determine the operational level of safety that the prospective and approval holder can achieve and does in fact achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to operations of an aircraft:
a) making recommendations regarding the issuance or amendment of an AOC and associated operations specifications, and the operator's competence to continue to exercise the privileges of the certificate;
b) making recommendations concerning any special conditions that, considering the investigation, may need to be imposed;
c) informing the operator of any deficiencies needing rectification; and
d) making recommendations concerning appropriate enforcement action.
Assesses and make recommendations on the compliance potential and ability of an aircraft for certification and licencing purposes.
Part 121, 135 & 101 site, airline and operator oversight
- Conduct routine inspections on station facility, apron, en-route operation, and base, etc.
- Review, make recommendations and approve various Approval Holder documentation.
- Carry out oversight or checks considered necessary at prescribed intervals as per the risk and performance-based orientation.
- Assess the effectiveness of the operator's SMS and the level of resources allocated to it.
- Conduct inspections or oversight in accordance with an established work programme and applicable standards, procedures and instructions.
- Investigate and report, as required, possible violations of the aviation law or related safety operating regulations and rules;
- Continuously review the operator's documentation, staff, systems and governance frameworks and make recommendations.
- Advise the operator in writing, of any deficiency requesting a proposal for remedial action.
- Conduct follow-up on inspection reports to ensure that appropriate action has been taken in a timely manner.
- Submit reports on each inspection or investigation in the manner prescribed, and (capture the relevant information on the applicable database / administration system) complete and process the applicable inspection forms.
- Keep appropriate CAA inspectorate and staff informed on all aspects of the current operation and projected developments at the operator including changes in executive personnel, personnel assigned responsibilities and the operator's organization in general.
- Conduct qualification, approval and supervisory activities with respect to personnel proposed as designated examiners by an operator
- Facilitate the qualification, oversight and approval over the operator's designated examiners.
- Proactively research, develop and propose the specific standards to be applied in the area of operator operations.

- Hold a valid Airline Transport Pilot License (fixed wing) for Part 121 or Commercial Pilot License (fixed wing) for Part 135
Ideal Qualification:
- Commercial Pilot License with Frozen ATPL
Experience:
Pilot
3 years' experience as a SACAA Flight Operations Inspector and/or ICAO Government Safety Inspector course.
1000 hours as a pilot or pilot-in-command of a civil or military air transport aircraft CPL (A) for Part 135
