CEO - Project Chief Executive Officer (PCEO)

Our client is an international IPP specialising in solar PV, CSP, desalination, and wind. They are looking for a new CEO to run a large facility based in the Northern Cape. There is extensive travel to site; the role is site-based or based in JHB.

Purpose of this role:

The Project Chief Executive Officer (PCEO) will lead the project company operations, people, and processes to ensure contractual, regulatory, and reporting obligations are met. Oversees construction by the EPC contractor and operations by the O&M contractor for the profitable, sustainable, and safe construction and operation of the plant.

Duties & Responsibilities

KPA’s:

• Ensuring compliance to contracts including EPC, CTA, PPA, PWPA, O&M, and others.
• Maintaining a healthy relationship with stakeholders including Off taker and partners.
• Maintaining a productive relationship with O&M contractor.
• Sourcing ways and means to optimize operations, pre-empting and identifying challenges and opportunities to increase profit margin.
• Implementing approved infrastructure and business plans using project management methods, sound financial management, and developing metrics that detail success and sustainability of operations.
• Communicating with broad stakeholder constituencies including the Project Company Board, member project companies, government bodies, industry, and the public.

Desired Experience & Qualification

Requirement for this role:

• B.Sc Degree in Mechanical, Chemical, or Electrical Engineering.
• Degree in Business Management.
• Advanced business or management degree preferred. Additional advanced technical training relating to utility management is highly desirable.
• 15+ years’ experience in management in the Power Plant industries.
• 5 years’ experience as a senior-level manager is strongly preferred.
• Must have a proven record of career success including the planning, development, and successful implementation of sustainable and profitable business plans.
• Related experience covering management construction and operational activities.
• Must have substantial experience in the areas of organizational management, board relations, government relations, labor relations, human resource management, HSSE (health, safety, sustainability, and environmental), finance, and marketing.

• Execute engagement in line with Community Engagement Plans.
• Oversee the Reporting and monitoring engagement.
• Ensure that you align engagements with compliance with Social Way.
• Act as a focal point of contact with the local communities and leaders/councillors to build effective communication, enhance relationships, and ensure high-quality community service to achieve the agreed upon goals.
• Continuously provide feedback to the mine on community concerns and priorities with the view to revising intervention strategies where necessary.
• Promote and coordinate grassroots marketing initiatives implemented and fostered by the mine.
• Monitor, coordinate, and communicate the strategic objectives of the business.
• Support the current public relations programs to educate community members about the projects and encourage active community participation and ownership in the sponsored sub-projects.
• Continuously seeks opportunities for self–development in the area of community work.
• Maintain feedback to the Mine on community concerns and priorities with a view to revising intervention strategies where necessary.
• Liaise and support the Strategic business-critical projects occurring in social surrounding areas.

• National Diploma in Social Science: Development Studies, Public Administration or equivalent (NQF6) is preferred
• SA Drivers Licence Code B

• 3-5 years of experience in community liaison, preferably in the mining environment.
• In-depth knowledge of local communities and cultures is crucial.
• Comprehensive understanding of identifying risks and opportunities and providing solutions through problem-solving skills and structured methodologies.

• Extensive expertise in project management and resource management.

Job Description

As Community Liaison Officer you will provide services as required and your responsibilities will include but not limited to:

• Manage a safe and healthy work environment where workers, external service providers, and contractors can deliver their outputs within a controlled risk environment.

Safety, Health, and Environment

• Consistently apply safety and health principles in all site interactions, ensuring compliance within and beyond your work area.
• Identify specific risks in the working area and follow discipline-specific plans and systems to manage and avoid them effectively.

• Conduct in-depth investigations before the commencement of a new project to determine the possible electrical solutions required.
• Work closely with the Drawing Office to organise detailed sketches and designs required for the project.

Project Specifications

• Compile project specifications once the sketches and designs have been finalised to evaluate and place orders with preferred contractors.
• Request quotations from suppliers to ensure the project is competitively priced is also necessary.

Project contractors and project expenditures

• Manage project contractors once they have been appointed.
• Oversee contractors' progress against the project plan, ensuring that they adhere to safety, health, environment, and quality (SHEQ) standards and legal requirements to optimise the delivery of project performance outcomes.
• Manage project expenditure to ensure sound financial practices and minimise overspending.
• Perform project cash flow forecasts and keep track of the project budget.

Commission and Test the New System

• Commission and test the new system once the project is completed.
• Address any discrepancies before they are captured on the system.
• Update drawings of the new system to obtain all relevant stakeholders' signatures to finalise and close the project.

Monitor and Inspect Equipment Performance

• Monitor and inspect equipment performance to determine the success of the project.
• Ensuring that the equipment functions as expected and that any issues are addressed promptly.

Compliance

• Provide a report on daily schedule progress.
• Report on outstanding risks and urgent work from previous days and performance.

• Ensure that all outstanding safety and plant deviations have been addressed.
• Generate and sign off on any Routine Operating Schedule changes when required.
• Approve or cancel all SAP notifications within 24 hours.
• Monitor daily schedule compliance and address deviations promptly.
• Communicate daily with subordinates about scheduled tasks and resource availability.
• Ensure that completed work orders are returned to the Work Management Planner for closure or rescheduling/cancellation of operations.
• Escalate and Address Risks to the Schedule per the Operating Model procedure.
• Hold personnel accountable for following the Operating Model procedures.
• Give feedback on execution performance and provide coaching and development to personnel.

Weekly Tasks:

• Address compliance, reconciliation, and deviations in the weekly schedule.

Review:

• Review Routine Operating Schedule compliance.
• Review the month-end cost expenditure.
• Review high-risk tasks and actions.
• Review Maintenance Strategy.
• Compare monthly measured and scheduled compliance and pinpoint necessary actions to enhance the quality.
• Budget Management and Cost Control
• Compile own budget and manage the section's expenditure within the approved budget to ensure effective cost control and savings.
• Manage overtime within required limits and achieve savings in this regard.

This role is in the Engineering - ENG at a Band 6 level reporting to the Section Engineer Drills & Support and Contractor Equipment.
