What You'll DoYou will provide business executives and government officials with a holistic, end-to-end view of transportation and supply chain traditional levers (e.g., inventory, S&OP, planning, and segmentation) and logistics levers (e.g., warehousing, order processing, ocean transportation management, and delivery), and return (returns processing, refurbishing, recycling, and disposal). This includes gathering and analyzing local, regional, and international dynamics, formulating and testing hypotheses, and developing recommendations for presentation to client management. From there, you will implement those recommendations with client team members and report to GMS management as needed. Typical projects may involve upgrading line and staff skills, changing the reporting relationship structure, developing improved processes and procedures, and instituting rigorous target-setting, and working with local embassies or consulates. You will work with the client to realize immediate savings by building and executing network strategies and leveraging networks to achieve higher levels of effectiveness and efficiency. In this position, you will advise both senior individuals at client organizations and existing client service teams on driving transformational change toward a resilient international supply chain.
QualificationsMaster’s degree in international trade and commerce, international development, international relations, global supply chain management, marine transportation, maritime logistics and security, or a similar advanced degree is preferred.
10+ years of Supply Chain Management and/or consulting experience
Professional experience in negotiation, business development, Automotive, Industrial/Consumer Goods, Retail or General Merchandising, Project Cargo, Bulk Commodities, and Terminal Operations.
Led or had a core role in projects in one of the following areas: design and implementation of logistics strategy, network design and optimization, transportation, warehouse design and optimization, supply chain planning and management processes, supply chain modeling and optimization, and customs clearance.
Hands-on experience collaborating with foreign diplomatic officials, economic development agencies, port authorities and terminal operations, warehousing, cold-chain, and optimizing all value chain stages.
Excellent communication and interpersonal skills and fostering a can-do, collaborative team environment.
Willingness to work and live overseas.
Local language proficiency is a plus.

Role Overview
We are seeking a skilled Transportation Analyst to join the team and manage the performance of small parcel carriers, clients, and internal operations. The role requires extracting, analyzing, and transforming data from various sources to improve efficiency, optimize client savings, and support strategic business decisions. You’ll support a variety of functions from RFPs to client inventory optimization, and collaborate closely with cross-functional teams to drive improvements across the shipping program.
Key Responsibilities
- Extract, transform, and analyze large datasets related to small parcel carrier performance and client packages shipped.
- Monitor and evaluate vendor delivery times, pricing structures, and service reliability across carriers such as DHL, UPS, Amazon, OnTrac, GLS, Passport, and USPS.
- Identify trends, inefficiencies, and opportunities for margin optimization and client savings through data-driven analysis.
- Collaborate with operations and management teams to recommend and implement improvements based on performance insights.
- Reconcile variances between manifest and carrier audits to ensure data integrity.
- Conduct program simulations for Requests for Proposals (RFPs) and repricing analyses for existing clients.
- Support ad hoc analyses, such as client inventory optimization, carton rationalization, and shipping profile monitoring.
- Assist with back-end configuration of transportation applications and support transportation billing processes.
- Aid with transitioning to rate shopping tools and ensuring smooth implementation across teams.
- Ensure data accuracy, consistency, and integrity across all reports and dashboards.
- Develop and maintain dashboards and reports to track KPIs and program performance metrics.
- Manage client forecasts for inbound and outbound activities.
- Support strategic initiatives through deep-dive analyses and reporting.
- Minimum 2 years of experience in a Data Analyst or similar role, ideally within transportation, logistics, or small parcel programs.
- Experience working with large datasets, particularly in the logistics or shipping industry.
- Advanced proficiency in data querying and manipulation tools (e.g., SQL, Excel).
- Strong analytical skills with a demonstrated ability to identify trends and opportunities for optimization.
- Familiarity with transportation management systems (TMS) and logistics-related tools.
- Ability to communicate insights clearly to both technical and non-technical stakeholders.
- Experience using Qlik (QlikView, Qlik Sense) for data visualization and reporting.
- Knowledge of small parcel carrier operations and vendor performance metrics.
- Experience with shipping programs, rate shopping tools, or transportation billing systems.
- Familiarity with RFP processes and repricing analysis for logistics clients.
- Proficiency in Power BI or other business intelligence tools.

Primary Responsibilities will include, but are not limited to:
- Review plans and specifications during design and/or bidding phase, manage on-site supervision and inspection of construction activities, quality control provisions of contracts, and periodic inspections and tests.
- Review and evaluate field staff construction progress, quality assurance findings, recommended field and office engineering changes for consistency with contractual provisions, specifications and cost estimates.
- Inspect construction operations on roads and bridges to ensure work is done in contract's special provisions.
- Observe, investigate, and report on all stages of construction
- Record personal and contractor work in field inspection diaries, item quantity books and sketch/composition books.
- Analyze the contract plans, specifications and contract special provisions and explain the contract requirements to contractor personnel and others making inquiry
- Coordinate the planning, design, cost engineering, construction, and environmental considerations for engineering projects of various complexities
- Note controversies with contractors and other agencies
- Maintain a daily log/diary to adequately document accept/reject work performed.
- Record incidents of unsatisfactory performance and violations of specifications and regulations
- Measure and record progress quantities on a daily basis for use in reviewing contractor monthly invoices.
- Travel across various types of terrain
- Read, write, and speak English clearly
- Input/retrieve information utilizing electronic devices and a variety of software systems
- Maneuver safely around moving traffic and equipment
- React immediately to hazard warning devices, such as signs, sirens, and alarms
- Use required protective equipment and be responsible for it's care, storage, and maintenance
- Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 50 pounds
- Withstand periods of heavy exertion
- Travel to inspection sites
- Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Date Sheet (SDS) limits
- Work extended hours in excess of eight hours per shift seasonally and/or be on call beyond normal business hours
- Candidates must have a minimum of two years of PennDOT, Pennsylvania Turnpike, or related transportation construction experience
