The Head of Public Policy for South Africa will join a growing and dynamic team that works across Europe, Middle East, Africa, India and Asia-Pacific, in support of Amazon's global consumer and digital businesses. Like our business interests, our policy issues are broad, forward-thinking, and driven by what is best for our customers. The International Public Policy team works with a wide range of national, local, and supranational policymakers, industry organizations, and non-governmental organizations across numerous policy issues spanning the consumer and commercial environment.
As the Head of Public Policy for South Africa you will lead our work with policymakers and non-governmental groups in support of our consumer-centric business model within South Africa. You will have an astute understanding of the public policy and regulatory environment as well as the key stakeholders within it. You will coordinate across Amazon's business, locally and globally, to develop and implement positioning and engagement strategies.
You will lead external advocacy efforts, outreach programs, partnerships, and initiatives in support of these business objectives. You will coordinate Amazon's engagement with relevant industry associations and wider coalitions, and manage consultancy support. You will be able to manage and drive complex projects, and provide clear and confident guidance, including in situations of high ambiguity. You will be a confident leader, but are also able to operate respectfully and collaboratively within wider regional and international structures.
The position is based in Cape Town.
Basic Qualifications
-15+ years of relevant public policy and advocacy experience, e.g. within corporate public policy and government relations, in public administration, trade associations or non-governmental organizations.
-A keen working understanding of policy-making processes and government relations in South Africa.
Preferred Qualifications
-Experience of public policy leadership in consumer-facing, technology or retail companies.
-Experience working at high level and collaboratively in a highly-matrixed environment, alongside teams including Legal, PR, and business teams.
-Project management experience.
-Public speaking experience.
-International experience.
-A track record of highest integrity and public policy success.
-Ability to concurrently address numerous and wide-ranging issues, and deal effectively with a broad range of public policy matters.
-Is a self-starter who can take general direction and produce specific results.
-Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers.
-Ability to think critically, process data from multiple sources, forecast potential scenarios, prioritize based on probability and desired outcome, and recommend a best course of action.
-Ability to influence, negotiate with, and persuade others; be flexible and demonstrate strong judgment/decision-making skills, and political acumen. Ability to intelligently build a course of action, analyze trade-offs, and make recommendations even in ambiguous situations.

The International Public Policy team works with a wide range of national, local, and supranational policymakers, industry organizations, and non-governmental organizations across policy issues spanning the consumer and commercial environment - including but not limited to digital technology, consumer affairs, connectivity, economic development, e-commerce exports, logistics, devices, and tax.
This role will support advocacy and outreach to policymakers for Project Kuiper, Amazon's initiative to launch a constellation of Low Earth Orbit (LEO) satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world.
Key job responsibilities
The Senior Manager will work closely with cross-functional Kuiper teams, including Regulatory, Business, and Legal, to drive campaigns and manage senior policymaker engagement across Sub-Saharan Africa, including defining strategy, executing advocacy campaigns, and managing engagement with multilateral and regional organizations, as appropriate. The Senior Manager will communicate with consultants and trade associations and represent the company at conferences and meetings. The Senior Manager will also be able to immediately and directly enhance Amazon's advocacy on a broad range of telecoms and space-related policy issues. The position may be based in Cape Town or another location in Sub-Saharan Africa where Amazon has corporate offices.
Basic Qualifications
- Bachelor's degree in a relevant field
- Relevant experience dealing with the international legislative and regulatory policy process, preferable within the telecoms, connectivity, space, or technology industries.
- Relevant experience in advocacy and using spoken and written arguments to persuade and inform.
Preferred Qualifications
- Advanced degree in relevant field.
- Availability to travel domestically and internationally, as appropriate.
- Ability to communicate clearly, concisely, and accurately (written and oral).

Role Purpose/Business Unit:
  • Provide regulatory advisory support to the Vodacom Group (“Vodacom” or “Group”) and Vodacom Group OpCos (“OpCos”), maximising expertise from the Vodafone external affairs, regulatory community, to achieve our strategy at Vodacom Group and OpCo level;

Your responsibilities will include:

Regulatory advisory support

  • Provide regulatory support to OpCos on key issues identified in annual Group External Affairs strategy and as requested, leveraging experts from Vodacom and Vodafone (focusing on the sharing of best practice to empower OpCo teams).
  • Vodacom Group in-country representation with national, regional regulators (including sector-specific regulators, competition regulators and data protection authorities) to support Group and OpCo strategy and requirements.
  • Be an active participant in Vodafone and Vodacom Regulatory community initiatives.

Licence and compliance requirements

  • Support OpCo regulatory and company secretarial teams to ensure that licences are in place and renewed on terms which are in the company’s interests.

  • Highlight any risks to Vodacom Group, and support OpCos to ensure that risks are mitigated.

Regulatory and External Affairs community and development programmes

  • Participate in and contribute to the Regulatory and broader External Affairs community and activities to ensure that we are leveraging the benefits of a global company with strong local roots, specifically in area of regulatory.
  • Provide regulatory contribution to the External affairs initiatives and projects to increase understanding and build capability across the community, including coaching, training, presentations, workshops etc.


Strategy and new business regulatory support

Regional and sub-regional institutions engagement

  • Provide regulatory support on matters being worked on by regional and sub-regional institutions (i.e ITU, ATU, SADC, CRASA, COMESA, EAC, GSMA) to secure regulatory decisions and minimise risk.

Digital document management

  • Ensure all reports and important documents are up to date and placed on the relevant digital management systems.
The ideal candidate for this role will have:
  • Relevant degree in law, economics, compliance or a similar competency
  • Post-graduate degree in law, economics, compliance and/or business, advantageous
  • Professional certifications advantageous
  • 10+ years’ experience (including senior management experience) in telecoms, banking or related highly regulated industry i.e. similar socio-economic and security features dealing with regulation, government / public sector relationship building, etc.
Core competencies, knowledge, and experience:
  • Experience of senior leadership and management in a matrix organisation working with highly specialised experts.
  • Significant experience and track record of managing strategic outreach with a diverse set of stakeholders

Introduction

MANCOSA, a DHET registered and CHE accredited private higher education distance education provider, offering undergraduate and postgraduate business qualifications, has the following vacancy: ACADEMIC PROGRAMME CO ORDINATOR: SCHOOL OF PUBLIC ADMINISTRATION.

CORE FUNCTIONS INCLUDE:
  1. Programme Management and Leadership (within the confines of MANCOSA’s vision, mission, and strategy).
  2. Coordinate the development and continuous improvement of Programme teaching and learning and the Programme assessment strategy.
  3. Assist with measuring graduate attributes through coordination between the APL and students.
  4. Assist with research on opportunities to advance the school's Programme offering.
  5. Programme Planning and Administration in collaboration with Institutional Planning.
  6. Liaise with academic administrators regarding academic readiness.
  7. Create and monitor academic administrators progress trackers.
  8. Assist the Academic Programme Leader (APL) with recruitment and appointment of suitable academic deliverables.
  9. Facilitate webinars.
  10. Coordinate appropriate Community Engagement initiatives and activities.
  11. Assist with planning and coordination of academic events.
  12. Align students with Programme specific career guidance in collaboration with Career Centre.
  13. Engage with relevant stakeholders for Student assessment performance information.
  14. Assist the APL with Programme benchmarking and development of new Programmes.
  15. Identify and intervene for students at risk.
  16. Assist with module content review and update.
  17. Coordinate data and reports for internal and external quality assurance efforts.
QUALIFICATION

• Essential qualification: Postgraduate degree specialising in Tourism and Hospitality (NQF Level 8) studying towards a Masters in Tourism and Hospitality.

ESSENTIAL

Minimum 2 years’ experience in higher Education/ Academic.

REQUIREMENTS :

  • An appropriate bachelor’s degree / Advanced diploma (NQF Level 7) in Policy Development / Social Science / Development Studies / Public Management or any related qualification.
  • A minimum of five (5) years’ work experience with at least five (5) years of relevant experience at the Senior Management level (salary level 13) in policy development and research environment.
  • Extensive experience in research, policy, project planning and management.
  • Excellent knowledge and understanding of the legislative and policy context; regulatory frameworks governing the higher education system in South Africa and broadly internationally are basic requirements.

DUTIES :

  • To develop review and implementation of policies in various areas of higher education; liaison with universities and higher education stakeholders regarding policy development and implementation, and related development support; implementation of the Research Output policy on the Evaluation of Creative Outputs and Innovations Produced by Public Higher Education Institutions which require improvements from time-to-time.
  • Both policies lead to the allocation of research subsidies to universities and the compilation of annual analytic sector and individual institutional reports.
  • The incumbent will lead a team of professionals in the three Directorates within the Chief Directorate, as well as advice the University Branch, the Deputy Director-General of the branch, the Director-General and the ministry on matters relating to higher education policy and generally on pertinent higher education developments.
  • The incumbent will be responsible for guiding research of and for higher policies and the development of relevant policies.
