The Road Accident Fund’s mission is to provide appropriate cover to all road users within the borders of South Africa; to rehabilitate and compensate persons injured as a result of motor vehicle accidents in a timely and caring manner; and to actively promote safe use of our roads.
Purpose of the Job: Reporting to the Senior Manager: Security Services, the successful incumbent is accountable to manage all security vetting, administration and compliance activities and ensure all security related operations are implemented in accordance to the relevant legislation and policies.
Key Performance Areas
Security Vetting, Administration, Standards and Compliance
- Manage vetting issues and problems.
- Support team in reducing risk within RAF.
- Manage the security clearances for internal and external stakeholders.
- Manage the completion and accurate recording of all security checks.
- Manage the facilitation of the pre-screening and vetting clearance applications process.
- Develop and implement security plans and systems to secure all people on company premises and property.
- Manage the implementation of the strategic and annual security performance business work plans.
- Manage specific key performance indicators and measures against outcomes detailed in the security strategic plans.
- Provide advice and guidance to the relevant official on emerging issues, risks, and the implementation of changes required and insights on policy matters.
- Develop functional reporting systems, for management, project or performance reporting.
- Ensure regular and periodic reports are reviewed and submitted as and when required to provide progress updates and/or inform management decisions.
- Substantial experience of reviewing proposals, briefings, presentations, reports, and other documentation and providing management information both verbally and in report format.
- Maintain proactive and progressive relationships with key stakeholders.
- Deal with inquiries and requests for information from both internal and external stakeholders.
- Manage relationships with vendors, service providers or procurement teams and ensure that all relevant procured items are invoiced and paid on time.
- Manage staff in the department to ensure that they achieve their objectives in line with the strategic objectives of the RAF. Manage the implementation of human capital processes andprocedures to control/regulate workplace conflict and/ or institute corrective measures and consultation processes to address deviations from standards.
- Allocate, direct, motivate and evaluate subordinates to help them achieve their individual goals.
- National Diploma in Security Management/ Policing/ Criminology/ Forensic Investigation related qualification.
- Graduate related qualification added advantage.
- PSIRA Grading.
- Security Vetting Certificate.
- Relevant 6 - 8 years’ experience in a Security Vetting and Screening environment of which 2 years must have been on a superviroy level/ area of expertise.

- Knowledge of physical, personnel, document, communication and IT security.
- Knowledge of principles of security investigations.
- Knowledge of OHS Act and regulations.

REQUIREMENTS :
- An appropriate bachelor’s degree / Advanced diploma (NQF Level 7) in Policy Development / Social Science / Development Studies / Public Management or any related qualification.
- A minimum of five (5) years’ work experience with at least five (5) years of relevant experience at the Senior Management level (salary level 13) in policy development and research environment.
- Extensive experience in research, policy, project planning and management.
- Excellent knowledge and understanding of the legislative and policy context; regulatory frameworks governing the higher education system in South Africa and broadly internationally are basic requirements.
DUTIES :
- To develop review and implementation of policies in various areas of higher education; liaison with universities and higher education stakeholders regarding policy development and implementation, and related development support; implementation of the Research Output policy on the Evaluation of Creative Outputs and Innovations Produced by Public Higher Education Institutions which require improvements from time-to-time.
- Both policies lead to the allocation of research subsidies to universities and the compilation of annual analytic sector and individual institutional reports.
- The incumbent will lead a team of professionals in the three Directorates within the Chief Directorate, as well as advice the University Branch, the Deputy Director-General of the branch, the Director-General and the ministry on matters relating to higher education policy and generally on pertinent higher education developments.
- The incumbent will be responsible for guiding research of and for higher policies and the development of relevant policies.
