Position Title : National Migration Health Physician (Medical Officer) – Health Assessment Programs (3 positions)

Position Grade : NOC

Duty Station : Pretoria, South Africa

Appointment Type : One Year Fixed Term Contract, with the possibility of extension

Context :

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Unit (HOU) and technical guidance by the Chief Migration Health Officer (CMHO), the successful candidate will be responsible for the carrying out the following duties and responsibilities in relation to the Migration Health Assessment Centre (MHAC) in Pretoria, South Africa.

Core Functions / Responsibilities :

  • Ensure the efficient daily operations of the Migration Health Assessment Center (MHAC), in close coordination with the Chief Migration Health Officer (CMHO).
  • Conduct the Pretoria MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of :

Medical examinations;

  • Imaging;
  • Laboratory testing;
  • TB management;
  • Treatment and referrals;
  • Pre-departure procedures and medical movements;
  • Documentation, certification and information transmission; and,
  • Other technical areas as may be required.
  • Ensure proper identification of refugees and migrants during the health assessment and record all relevant health information in standard forms; ensuring completeness and accuracy of the recorded information.
  • Perform treatment for TB and sexually transmitted infections and provide support to the HIV and counselling activities. Support coordination of TB management to ensure effective TB treatment.
  • Support coordination and provision of immunization and presumptive treatment programmes in full compliance with the technical guidelines and protocols of the resettlement countries. Assist CMHO in monitoring, supervising and educating of staff in the delivery of these programmes.
  • Contribute to and maintain a system of quality improvement for each service area within the MHAC. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create and implement Pretoria MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
  • Review and outline current mental health screening protocols in HAP operations MHD Pretoria ensuring that all are in line with the receiving countries’ recommendations and technical instructions.
  • Support TB diagnosis, treatment and final clearance related to Migration Health Assessment.
  • Support coordination of Directly Observed Therapy (DOT) for refugees and migrants in South Africa, Angola, Mozambique, Namibia, Botswana and Madagascar.
  • Provide support, advice, and guidance for preparation of medical movements from Angola, Botswana, Mozambique, Namibia and Madagascar. Participate in escort duties.
  • Coordinate with Panel Physicians in Angola, Botswana, Mozambique, Namibia and Madagascar to ensure that Technical Instructions (TIs) of the various programmes are adhered to.
  • Perform quality control on all files received from Angola, Botswana, Mozambique, Namibia and Madagascar and validate them in MIMOSA.
  • Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for Migration Health activities.
  • Ensure that all data related to health assessment programmes is appropriately entered to Migrant Management Operational System Application (MiMOSA) and other related databases.
  • Perform such other duties as may be assigned by the Supervisor.

Required Qualifications and Experience :

Education

University degree in Medicine from an accredited academic institution with at least four years of professional work experience.

Experience

  • Minimum of four (4) years post-graduation with continuous clinical experience.
  • Valid license to practice within the country is mandatory.

Languages

  • Fluency in English (both oral and written) required.
  • Working knowledge of local languages is an advantage.

The Role

    • Manage procurement of office supplies, equipment, and technology for the Southern Africa hub.
    • Coordinate and monitor routine maintenance services for the Southern Africa hub including planning and coordinating office moves, setting up office space, standard equipment repairs, or minor renovation projects as needed.
    • Track and process invoices, contracts, expense reports, etc. through ADS
  • General Administrative Support
    • Support the Southern Africa Director with calendaring support and travel arrangements and other forms of support as prioritized and other duties as needed, including booking travel and submitting reimbursements
    • Support Southern Africa Hub with logistics for events.
    • Compose, edit and/or draft presentation materials (Powerpoint), background documents (Word) and materials, reports and agendas for the organisation

Role Responsibilities:

  1. Manage full design aspects for Mechanical Services across a range of building services projects.
  2. Analyse project requirements in the context of various codes and standards and develop conceptual designs through to a set of construction information.
  3. Direct a small team to ensure compliant designs are delivered to agreed programmes.
  4. Manage and coordinate interdisciplinary interfaces.
  5. Develop scripts and add-ins to automate repetitive design aspects and/or to check various design compliance aspects (using e.g., Dynamo, Python).
  6. Represent at client and professional meetings and be able to present work and engage in technical conversations.
  7. Maintain accountability for resourcing, timeliness, quality, risk management, project financial performance, scope management and keeping the client informed on project progress.
  8. Establish new client relationships and maintain existing client relationships.

Minimum Requirements:

  1. BSc/BEng, or MSc/MEng in Mechanical Engineering.
  2. Active professional registration with a certified engineering body.
  3. Minimum of 5 to 8 years’ experience as a Mechanical (PH&F/Wet Fire) Engineer within the Built Environment. (International experience will be highly advantageous).
  4. Minimum of 3 years’ experience managing multiple teams over multiple deliveries.
  5. Minimum of 1-2 years’ experience mentoring and developing junior engineers.
  6. Strong understanding of local, international codes and standards, preferably including those applicable to South Africa and the Middle East.
  7. Strong technical view of building services, focusing mainly on Mechanical.
  8. Strong proficiency in Revit would be an advantage.
  9. Strong proficiency in fire and mechanical simulation software is highly advantageous.
  10. Being confident, a team player, and approachable.
