Requirements: Minimum educational qualification: An appropriate undergraduate qualification (NQF level 7) in Engineering, Architecture, Urban and Regional Planning, or Quantity Surveying as recognised by SAQA, with at least five (5) years’ experience at a middle/senior managerial level. Post-graduate management qualification and registration as Built Environment Professional with the relevant Council are desirable. The Pre-entry Certificate for the Senior Management Services is a requirement. Candidates not possessing this entry requirement can still apply but are requested to register for the course and complete it, as no appointment can be made in its absence. Proven knowledge and management experience in the planning and delivery of infrastructure programmes for the health sector. Knowledge of the built environment professions. Strong leadership, communication, stakeholder engagement, and project management skills.
Duties (key result areas/outputs): Lead the strategic planning and alignment of infrastructure with integrated service delivery models. Develop, review, and manage infrastructure planning frameworks, norms and standards. Oversee the preparation of the User Asset Management Plan (U-AMP), Business Cases, and Project Briefs. Strengthen interdepartmental and intergovernmental collaboration. Lead infrastructure modelling and spatial planning for the health sector. Coordinate infrastructure inputs to the Department’s Strategic Plan, Annual Performance Plan, and Infrastructure Programme Management Plan. Manage policy development and technical inputs to infrastructure prioritisation models. Implement systems for monitoring, evaluation, and post-occupancy assessments. Build internal capacity, lead high-performing teams, and foster stakeholder trust and engagement. Contribute to ethical governance by implementing risk management, aligning spending with PFMA/DORA, and fostering performance-based grant strategies.

REQUIREMENTS, QUALIFICATIONS & EXPERIENCE
• Minimum: Grade 12
• Preferred: Trade Certificate at NQF 4
• 3 or more years of field service or maintenance experience on industrial equipment; experience in water treatment is preferred.
• Non-negotiable: valid Code 8 or 10 driver license and readiness to travel throughout Gauteng and neighbouring provinces.
• Proven record of completing maintenance work to specification, on time, and within safety rules.
TECHNICAL COMPETENCIES
• Reading and interpreting Piping and Instrumentation Diagrams, single-line electrical diagrams, and process flow sheets.
• Mechanical and electrical fault finding with multimeters, pressure gauges, flowmeters, and vibration tools.
• Basic programmable logic controller and human machine interface interrogation for alarm tracing.
